On May 23, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council announced the recently issued *Action Plan for Rural Construction* and issued a notice, requiring all regions and departments to conscientiously implement it in light of actual conditions.  

The plan specifies 12 key tasks, including "implementing the rural clean energy construction project". It will consolidate and improve the level of rural electricity security, promote the construction of urban and rural distribution networks, and enhance the power supply guarantee capacity in remote areas. It will develop clean energy such as solar energy, wind energy, hydropower, geothermal energy, and biomass energy, and explore the construction of distributed low-carbon integrated energy networks with multi-energy complementarity in areas with suitable conditions. In accordance with the requirements of "establishing first and then abolishing, being affordable to farmers, and sustainable in development", it will steadily and orderly promote clean heating in rural areas in northern China, strengthen the clean utilization of coal, promote the replacement of scattered coal, and gradually increase the proportion of clean energy in rural heating energy consumption.
