Ministry of Housing and Urban-Rural Development and National Development and Reform Commission Issue *Implementation Plan for Carbon Peak in Urban and Rural Construction Field*: By 2025, Photovoltaic Coverage Rate on Roofs of New Public Buildings and Factory Buildings to Reach 50%

On July 13, the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission issued the *Implementation Plan for Carbon Peak in Urban and Rural Construction Field*.  

The plan proposes to optimize the energy structure for urban construction. Promote the integrated construction of building-integrated photovoltaics. By 2025, the photovoltaic coverage rate on the roofs of newly-built public institution buildings and newly-built factory buildings shall strive to reach 50%. Promote the installation of solar photovoltaic systems on the roofs of existing public buildings. Accelerate the promotion and application of smart photovoltaics. In areas with abundant solar energy resources and buildings with stable hot water demand, actively promote the application of solar thermal energy in buildings. Promote the application of geothermal energy and biomass energy according to local conditions, and popularize various electric heat pump technologies such as air-source heat pumps. By 2025, the renewable energy substitution rate for urban and rural buildings shall reach 8%.
