On October 11, the Hunan Provincial Development and Reform Commission issued the notice on printing and distributing the *Implementation Plan of Hunan Province for Promoting Green and Low-Carbon Energy Transformation and Fulfilling Carbon Peak Tasks*. The notice points out that we should adhere to the simultaneous development of centralized and distributed forms, and promote large-scale, high-proportion, high-quality, and market-oriented development of wind power and photovoltaic power generation.
Centralized wind power projects will be built in regions with superior resource endowments, favorable construction conditions, and strong consumption and transmission capacities. A number of centralized photovoltaic projects such as agriculture-photovoltaics complementarity, forestry-photovoltaics complementarity, and fishery-photovoltaics complementarity will be constructed according to local conditions. The "photovoltaics + ecological governance" model will be advanced, and the exploration of building multi-energy complementary clean energy bases will be carried out.
Support the local and nearby development and utilization of distributed photovoltaics, actively promote the development of rooftop photovoltaics in industrial parks, public institutions, shopping malls, etc., and encourage the integrated development of distributed photovoltaics with transportation, construction, and new infrastructure. We will thoroughly implement the rural revitalization strategy and promote the construction of rural distributed new energy.
By 2025, the installed capacity of wind power and photovoltaic power generation in the province will reach more than 25 million kilowatts; by 2030, we will strive to achieve the installed capacity of wind power and photovoltaic power generation in the province of more than 40 million kilowatts.
