Factories, Cold Storage, Highways... All to Be Equipped with Photovoltaics! A Wave of Policy Benefits is Coming, with Recent Statements from Multiple Provinces and Cities

Entering 2022, in the field of distributed photovoltaics, there has been a constant call for rooftop photovoltaics to be "built wherever possible" and "renovated wherever possible".  

In the past month, in addition to clarifying the key points and installed capacity targets for photovoltaic development in the next few years in the *14th Five-Year Plan for Energy Development*, various provinces and cities have also made more detailed arrangements for how to further promote photovoltaic power generation in different application scenarios. This includes Hunan, Guangdong, Shanghai, Shandong and other regions.  

What provinces and cities say:  

Hunan: All building rooftops in provincial-level and above industrial parks to be integrated with distributed photovoltaics  

Recently, the Hunan Provincial Development and Reform Commission issued the *Notice on Accelerating the Construction of Rooftop Distributed Photovoltaics in Provincial-Level and Above Industrial Parks*. The document proposes the overall requirement of actively promoting the construction of rooftop distributed photovoltaics in provincial-level and above industrial parks across the province, with the tone of cleanliness, greenness and low carbon, taking serving energy security as the foundation, and guided by building a modern energy system, in accordance with the national work requirements of developing both centralized and distributed photovoltaics.  

It is necessary to give full play to the role of the market in resource allocation, and in accordance with the requirements of voluntariness without coercion, proper involvement without overstepping, and competition without monopoly, allow enterprises with investment capabilities to participate in the development of distributed photovoltaic projects in the parks in an all-round way. Park enterprises can independently choose the construction mode and investment cooperation enterprises (including self-construction or rooftop leasing mode, etc.), and it is encouraged that the investment entity be coordinated by the park committee for unified development and construction.  

All factory buildings, office buildings and other building rooftops in provincial-level and above industrial parks that meet the conditions for building distributed photovoltaics should be integrated for construction. Newly built buildings in the parks should be equipped with rooftop photovoltaic power generation facilities simultaneously during project design, budget and construction, basically achieving full coverage of rooftop building-integrated photovoltaics.  

Shanghai: Installed photovoltaics on existing industrial factory rooftops to be no less than 1GW by 2025  

On December 9, the Shanghai Municipal Commission of Economy and Informatization, Municipal Development and Reform Commission, Municipal Science and Technology Commission, and Municipal Ecology and Environment Bureau issued the *Notice on Printing and Distributing the Implementation Plan for Carbon Peak in Shanghai's Industrial Sector*.  

The notice proposes that from 2022 onwards, newly built industrial factories should use at least one type of renewable energy, with no less than 50% of the rooftop area installed with photovoltaics; promote the installation of photovoltaics on available areas of existing industrial factory rooftops, with no less than 1GW installed by 2025 and full installation where possible by 2030. Accelerate the replacement of conventional fossil energy with renewable energy and new energy, speed up the layout of hydrogen energy, wind energy, solar energy, biomass energy, etc., and promote the installation of distributed photovoltaics in industrial enterprises and parks where possible.  

Actively develop "source-grid-load-storage" and multi-energy complementarity, guide enterprises and parks to accelerate the development and operation of integrated systems such as distributed photovoltaics, diversified energy storage, high-efficiency heat pumps, waste heat and pressure utilization, and smart energy management and control, promote the construction of green microgrids mainly composed of distributed new energy plus energy storage, and develop multi-energy efficient complementary operation systems.  

Promote research on technologies such as multiple power conversion and artificial photosynthesis. Accelerate breakthroughs in key technologies and core equipment such as new-generation nuclear energy technology, new high-efficiency silicon-based photovoltaic cells and other ultra-efficient photovoltaic and photothermal technologies, deep-sea floating wind farms, and tidal energy.  

Carry out demonstration of integration and application of megawatt-level wind, photovoltaic and other new energy electrolytic water hydrogen production.  

Inner Mongolia: New cold storage encouraged to use clean energy such as solar energy and natural cold energy  

On December 8, the General Office of the People's Government of Inner Mongolia Autonomous Region issued the *Notice on Printing and Distributing the Implementation Plan for the Development of Cold Chain Logistics in the Autonomous Region*. The notice proposes to promote the green and low-carbon development of cold chain logistics. Accelerate the research and manufacturing of new energy refrigerated trucks and refrigerated containers, and actively promote new refrigerated trucks, railway refrigerated trucks, and refrigerated containers. Support various cold chain logistics bases, parks, distribution centers, and agricultural and livestock products wholesale markets to strengthen the construction of public charging piles and gas stations.  

New cold storage and other facilities must strictly implement national energy efficiency standards, and the use of clean energy such as solar energy and natural cold energy is encouraged. To meet the needs of urban green distribution development, accelerate the elimination of high-emission refrigerated trucks, encourage the replacement of new energy refrigerated trucks, and guide the use of green, safe, energy-saving and environmentally friendly refrigerated trucks and supporting equipment and facilities.  

Liaoyuan City, Jilin: Guide small and medium-sized enterprises to build distributed photovoltaic projects  

On December 8, the People's Government of Liaoyuan City, Jilin Province issued the *Three-Year Action Plan for the Development of Strategic Emerging Industries in Liaoyuan City*. The plan proposes to promote the full industrial chain development of new energy. Promote the diversified and coordinated development of new energy. With the goal of dual optimization of the new energy industrial structure and consumption structure, build a clean, low-carbon, safe and efficient energy system, and actively develop the steady upgrading of wind and solar industries. Accelerate the construction of wind and solar projects such as the 200,000-kilowatt agricultural-wind-solar complementary photovoltaic project in the EOD project, the 54,550-kilowatt photovoltaic project of Liaokuang Power Sales, the 23,000-kilowatt wind power project in Dongfeng County, the 30,000-kilowatt wind power project in Dongliao County, and the 23,500-kilowatt rural revitalization wind power project in Dongliao County. Actively strive for new energy consumption indicators and plan the construction of a 1 million-kilowatt Liaoyuan green power industrial park.  

Guide qualified small and medium-sized enterprises to build self-use distributed photovoltaic power generation projects, promote the integrated construction of "source-grid-load-storage" in a coordinated manner, and realize the coordinated development of various new energy sources. Actively strive for the county-wide photovoltaic pilot project and organize the implementation of new energy rural revitalization.  

Shenzhen, Guangdong: Vigorously promote distributed photovoltaic power generation and cultivate photovoltaic industries and key enterprises  

On December 5, the Shenzhen Municipal Development and Reform Commission issued the *Several Measures of Shenzhen on Vigorously Promoting Distributed Photovoltaic Power Generation*. The measures propose to make full use of building rooftops, facades or other suitable sites of industrial parks, factory buildings, logistics and warehousing bases, public buildings, transportation facilities and residential buildings, and actively carry out the construction of photovoltaic projects in accordance with the principle of "building wherever possible", vigorously promote building-integrated photovoltaics (BIPV), and strive to add 1.5 million kilowatts of photovoltaic installed capacity in the city during the "14th Five-Year Plan" period. Focus on promoting the large-scale layout of photovoltaic projects in industrial parks, guide large enterprise groups to actively carry out the construction of photovoltaic projects, and support state-owned enterprises in the large-scale construction of photovoltaic projects.  

Strengthen the management and service of photovoltaic grid connection. Power grid enterprises should simplify the grid connection process of photovoltaic projects and ensure that supporting power grids and photovoltaic projects are completed and put into operation simultaneously. For photovoltaic projects connected to the public power grid, the grid connection project and the public power grid transformation caused by the connection shall be invested and constructed by power grid enterprises. The metering devices for on-grid power and generated power of photovoltaic projects shall be provided free of charge by power grid enterprises. Power grid enterprises should actively promote the application of virtual power plants, build a new power system with a high degree of integration of "source-grid-load-storage", optimize power grid dispatching and operation, and ensure the full consumption of electricity from photovoltaic projects.  

Zhejiang Province: Encourage highway service areas, etc. to carry out integrated construction of photovoltaic, energy storage and charging and swapping facilities  

On November 25, the Zhejiang Provincial Department of Transportation, Zhejiang Provincial Energy Bureau, and State Grid Zhejiang Electric Power Co., Ltd. issued the *Notice on Printing and Distributing the Implementation Plan for Accelerating the Construction of Charging Infrastructure Along Highways in Zhejiang Province*. The notice mentions that it is encouraged to carry out integrated construction of photovoltaic, energy storage and charging and swapping facilities in highway service areas (stations), parking lots, passenger stations, logistics parks, etc. that have construction conditions, and support enterprises producing electric vehicles, public transport, logistics and transportation to build dedicated charging and swapping stations in highway service areas (stations), parking lots, passenger stations, logistics parks, etc.  

Guizhou Province: Encourage power-consuming enterprises to build distributed photovoltaic power generation projects  

On November 24, the Guizhou Provincial Development and Reform Commission and five other departments issued the *Notice on Printing and Distributing the Implementation Plan for Promoting Green Consumption in Guizhou Province*. The plan proposes to fully enhance green power consumption, give play to the demonstration and leading role of large state-owned enterprises, encourage leading enterprises in the industry, large state-owned enterprises, multinational corporations, etc. to consume green power, and encourage power-consuming enterprises to build distributed photovoltaic power generation projects. Give play to the leading role of public institutions such as party and government organs, and accelerate the increase in the proportion of green power consumption by public institutions and residents.  

Shandong Province: Develop and construct offshore photovoltaics, Ludong saline-alkali beach wind-solar-storage-transmission integration, and Luxinan coal mining subsidence area "photovoltaics +" bases  

On November 21, the General Office of the People's Government of Shandong Province issued the *Notice on Printing and Distributing Several Policy Measures to Support 25 Counties (Cities, Districts) Along the Yellow River in Promoting Ecological Protection and High-Quality Development of the Yellow River Basin*. The notice proposes to promote the orderly adjustment of the energy structure. Develop and construct offshore wind power, offshore photovoltaics, Ludong saline-alkali beach wind-solar-storage-transmission integration, and Luxinan coal mining subsidence area "photovoltaics +" bases, and promote the large-scale development demonstration of county-wide distributed photovoltaics. Carry out large-scale application of new energy storage, and projects that are equipped with or lease shared new energy storage facilities and meet the conditions will be given priority in grid connection and consumption.
