Recently, the National Energy Administration issued the notice on the *Key Tasks for Electric Power Safety Supervision in 2023*:
The notice points out that research on grid-connected safety of new grid-connected entities such as electrochemical energy storage, virtual power plants, and distributed photovoltaics will be organized, and efforts will be made to strengthen the "source-grid-load-storage" safety co-governance. The implementation of key tasks for safety risk management and control of unconventional power systems will be promoted.
The notice clarifies that supervision over construction safety and supervision over project quality will be strengthened. Special inspections on construction safety and quality supervision will be carried out on key national under-construction power construction projects (hydropower, large thermal power, pumped storage, UHV projects, large wind power and photovoltaic projects) in the manner of "four nos and two directs" (no notice, no greeting, no report, no accompany, and direct access to the site, direct inspection of the scene).
The notice requires that safety supervision over new energy power generation be strengthened. The promotion and implementation of industry standards for grid-connected safety evaluation of wind power, photovoltaics, and small hydropower will be strengthened. Measures and procedures for supervision and management of new energy grid-connected safety will be studied and formulated. A "look-back" on the special safety inspection campaign for small, scattered, and remote power generation enterprises will be carried out.
