Recently, Changsha City, Hunan Province issued the *Changsha New Energy and Renewable Energy Development Guarantee Plan*.
The Plan points out that it will explore the establishment of a green channel for centralized approval of wind power, photovoltaic, hydropower, geothermal projects, etc., optimize the rooftop photovoltaic filing and grid-connection procedures, and improve the "one form, one-stop handling" service. It will steadily advance the commitment system for enterprise-invested projects, and timely promote the adjustment of wind power projects from the approval system to the filing system. For integrated energy projects dominated by new energy, relevant procedures can be handled uniformly as a whole.
Improve the "new energy + energy storage" incentive mechanism. Wind power and centralized photovoltaic power generation projects shall construct supporting energy storage power stations in a proportion of not less than 15% and 5% of the installed capacity respectively (with an energy storage duration of 2 hours), or obtain energy storage capacity through market leasing.
Strengthen the closed-loop circular economy of the entire life cycle of the new energy industry chain, and promote the coordinated development of industrial chains such as retired wind turbine and photovoltaic module recycling technologies.
Actively expand investment and financing channels, comprehensively use green financial products and tools such as green credit, green insurance, green bonds, and green industry funds, explore loan mechanisms pledged by project electricity sales revenue rights and assets, and guide financial institutions to establish credit management methods in line with the characteristics of new energy enterprises and wind power and photovoltaic projects.
Quickly implement the "grid usage fee" standard for distributed generation market-oriented transactions in accordance with relevant regulations, steadily promote the nearby development and utilization of distributed new energy, and actively strive for the implementation of "cross-border electricity sales" work. Priority will be given to carrying out pilot projects of power source-grid-load-storage integration in areas around industrial parks, large-scale production enterprises, and big data centers according to local conditions. Timely promote direct transactions between wind power and photovoltaic projects and electricity users, and encourage both parties to sign long-term power purchase and sales agreements.
