Xi Jinping emphasized when presiding over the meeting that it is necessary to deepen the reform of the electricity system, accelerate the construction of a new power system that is clean and low-carbon, safe and sufficient, economical and efficient, coordinated in supply and demand, and flexible and intelligent, so as to better promote the revolution in energy production and consumption and ensure national energy security.
The meeting pointed out that since the 18th National Congress of the Communist Party of China, we have placed green low-carbon development and energy conservation and emission reduction in a prominent position, established and implemented the dual control system of total energy consumption and intensity, which has effectively promoted a significant improvement in China's energy utilization efficiency and a continuous decline in carbon dioxide emission intensity. To gradually shift from dual control of energy consumption to dual control of carbon emissions, we must adhere to the principle of "establishing first and then breaking", improve the dual control system of energy consumption, optimize and improve the regulatory methods, strengthen the capacity building for the dual control of carbon emissions, and improve various supporting systems for the dual control of carbon emissions, so as to actively create conditions for the establishment and implementation of the dual control system of carbon emissions.
