Hunan Provincial Joint Research Center for the Development of New Power Systems Established  

On September 11, the Promotion Meeting for the Construction of Hunan Provincial New Power System and the Inaugural Meeting of the Joint Research Center for the Development of New Power Systems (hereinafter referred to as the "Joint Research Center") were held in Changsha. Qin Guowen, Vice Governor, announced the establishment of the Joint Research Center and awarded the plaque. Responsible comrades from 32 units including the Provincial Development and Reform Commission (Provincial Energy Bureau), Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial Association for Science and Technology, Hunan Energy Regulatory Office, State Grid Hunan Electric Power Co., Ltd., and Hunan University attended the meeting. Tang Jihong, Director of the Provincial Energy Bureau, delivered a speech.  

Tang Jihong pointed out that in recent years, under the guidance of the "dual carbon" strategy, the province has accelerated the pace of energy development, achieved remarkable results in the green and low-carbon transformation of energy, significantly improved the capacity of safe and stable power supply, continuously enhanced the regulation capacity of the power system, and consolidated the foundation for power digitalization and intelligence, laying a relatively solid foundation for building a new power system.  

Tang Jihong emphasized that building a new power system is an important part of the province's efforts to build a modern industrial system with distinctive advantages, develop an advanced manufacturing highland, gather high-end innovation resources to build a scientific and technological innovation highland, and construct a high-standard market system and a high-level opening-up pattern to build an inland reform and opening-up highland. The Joint Research Center should focus on technological innovation to break through a number of major core key technologies; focus on mechanism innovation to explore and form an efficient joint innovation system; focus on industrial integration to build a superior modern energy industrial system.  

The Joint Research Center is composed of 32 member units, with 10 sub-centers including System Planning and Policy, Multi-Energy Complementary Operation and Control, Clean and Efficient Utilization of Coal-Fired Power, Smart Hydropower, Pumped Storage, New Energy (Wind and Solar), New Energy Storage, Load Aggregation (Virtual Power Plant), New Energy Equipment, and Digital Energy, which carry out research work in different fields and topics.  

In the next step, the Provincial Development and Reform Commission will, in accordance with the decisions and arrangements of the Provincial Party Committee and the Provincial Government, increase support for the Joint Research Center in terms of policies, funds and projects, and jointly promote the construction of the Joint Research Center, laying a solid foundation for accelerating the construction of a new power system with Hunan characteristics and promoting high-quality energy development.
