Recently, the National Energy Administration issued the "Guiding Opinions on Energy Work in 2024" (the "Guiding Opinions"). The notice put forward the following:

Vigorously promote the high-quality development of non-fossil energy. Consolidate and expand the good development momentum of wind and photovoltaic power. Steadily promote the construction of large-scale wind and photovoltaic power bases, and orderly promote the completion and operation of projects. Make overall plans to optimize the layout of offshore wind power, promote the construction of offshore wind power bases, and steadily and orderly promote the development of offshore wind power towards deep water and far shore. Do a good job in the national planning and layout of solar thermal power generation, and continuously promote the large-scale development of solar thermal power generation. According to local conditions, accelerate the development of decentralized wind power and distributed photovoltaic power generation, and organize and implement the "Wind Action in Thousands of Townships and Villages" and the "Sunlight Action for Thousands of Households" in areas with suitable conditions. Carry out the pilot work of the national census of wind and solar power generation resources.

The energy structure continues to be optimized. The proportion of non-fossil energy power generation installed capacity is increased to about 55%. The proportion of wind and solar power generation in the national total power generation reaches more than 17%. Natural gas consumption steadily increases, the proportion of non-fossil energy in the total energy consumption is increased to about 18.9%, and the proportion of terminal electricity consumption continues to increase.
