Notice of the National Energy Administration on Promoting the Grid Connection and Dispatching Application of New Energy Storage

Energy Bureaus of all provinces (autonomous regions, municipalities directly under the Central Government), Development and Reform Commissions, Industry and Information Technology Departments, and Urban Management Committees of relevant provinces (autonomous regions, municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps, all dispatched agencies, and relevant central enterprises:  

In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, accelerate the planning and construction of a new energy system, and implement the requirements of the Guiding Opinions on Accelerating the Development of New Energy Storage (Fa Gai Neng Yuan Gui 〔2021〕 No. 1051),Interim Management Specifications for New Energy Storage Projects (Guo Neng Fa Ke Ji Gui 〔2021〕 No. 47), and Notice on Further Promoting New Energy Storage to Participate in the Electricity Market and Dispatching Application (Fa Gai Ban Yun Xing 〔2022〕 No. 475), we hereby notify the relevant matters to standardize the grid connection management of new energy storage, optimize the dispatching operation mechanism, give full play to the role of new energy storage, and support the construction of a new power system as follows.  

 I. General Requirements  
(1) Accurately grasp the functional positioning of new energy storage. New energy storage refers to energy storage technologies that mainly output electricity and provide external services, excluding pumped storage. It has advantages such as short construction cycle, flexible layout, and fast response speed, and can play multiple roles in power system operation, including peak shaving, frequency modulation, voltage regulation, standby, black start, and inertia response. It is an important supporting technology for building a new power system. With the rapid growth of installed capacity, the role of new energy storage in promoting the development and consumption of new energy and ensuring the safe and stable operation of the power system is gradually emerging. In accordance with the functional positioning and market-oriented requirements of new energy storage, we should further standardize its grid connection management, continuously improve the dispatching mechanism, ensure its rational and efficient utilization, and strongly support the construction of a new power system.  

(2) Clarify the scope of new energy storage subject to power system dispatching. New energy storage connected to the power system and having signed dispatching agreements can be divided into two categories: dispatchable new energy storage and power station self-use new energy storage. Dispatchable new energy storage refers to new energy storage with independent metering devices, operating in accordance with market clearing results or instructions from power dispatching agencies, including independent energy storage power stations and new energy supporting energy storage capable of independent operation under certain conditions. Power station self-use new energy storage refers to new energy storage that operates in conjunction with power generation enterprises or users and is controlled by them according to their own needs, including non-independently operated new energy supporting energy storage, thermal power combined frequency modulation energy storage, and user-side energy storage capable of receiving dispatching instructions.  

II. Strengthening the Management of Grid Connection and Dispatching Operation of New Energy Storage  
(3) Standardize the grid connection management of new energy storage. Power grid enterprises and power dispatching agencies must formulate grid connection rules and service guidelines for new energy storage, specifying the grid connection process, relevant standards, and requirements for grid-related tests. Power dispatching agencies shall, in accordance with the principles of equality and mutual benefit, consensus through consultation, and ensuring the safe operation of the power system, organize new energy storage to conduct grid connection acceptance and sign grid connection dispatching agreements. New energy storage shall complete all grid-related tests within the specified time after grid connection.  

(4) Optimize the dispatching methods for new energy storage. Power dispatching agencies shall formulate dispatching operation rules for new energy storage based on system needs, scientifically determine the dispatching operation mode, and fairly call on new energy storage regulation resources. Actively support the development of joint dispatching modes such as new energy + energy storage, aggregated energy storage, and optical storage and charging integration. Give priority to dispatching new energy storage pilot and demonstration projects to fully realize the value of various types of energy storage. When dispatching new energy storage, for those participating in the electricity market, their operation shall be arranged in accordance with market clearing results; for those temporarily unable to participate in the electricity market, dispatching shall be conducted through instructions. In the event of accidents (incidents) endangering the safety of the power system or other necessary circumstances, all new energy storage within the dispatching management scope shall accept unified and direct dispatching by power dispatching agencies, and during the direct dispatching period, the charging and discharging price mechanism for independent energy storage shall apply.  

(5) Strengthen the operation management of new energy storage. When formulating or revising electricity market rules or Implementation Rules for the Management of Power Auxiliary Services and Implementation Rules for the Management of Grid-connected Power Operation, local authorities shall clarify and refine the assessment rules for various types of new energy storage. New energy storage shall timely submit operation information as required by power dispatching agencies, and power dispatching agencies shall regularly push new energy storage dispatching information to the national new energy storage big data platform.  

 III. Clarifying Technical Requirements for Grid Connection and Dispatching of New Energy Storage  
(6) Standardize technical requirements for new energy storage grid connection. New energy storage connected to the system shall meet the requirements for the safe and stable operation of the power system, complete corresponding performance tests and grid-related tests. New energy storage equipment shall comply with relevant national and industrial technical standards and management specifications to ensure safe and stable operation. Units in charge of new energy storage projects shall formulate detailed operation and maintenance rules, on-site operation procedures, accident plans, emergency management measures, outage and maintenance plans, etc., and regularly report them to power dispatching agencies for record.  

(7) Clarify technical requirements for dispatching operation of new energy storage. New energy storage shall be equipped with power control systems or coordinated control systems. All new energy storage within the dispatching management scope shall have the ability to automatically adjust active and reactive power in accordance with dispatching instructions, connect to AGC, AVC and other systems of the affiliated power dispatching agencies, accept and execute dispatching instructions, and be equipped with information security protection measures. The dispatching principles for new energy storage supporting new energy bases shall be implemented in accordance with Technical Guidelines for Planning of New Energy Storage Allocated for Power Transmission from New Energy Bases (NB/T 11194-2023).  

(8) Encourage technological transformation of existing new energy storage. Encourage existing new energy storage to carry out technological transformation to gain the ability to receive dispatching instructions. After meeting the corresponding technical conditions, power dispatching agencies shall promptly carry out grid connection and dispatching work for new energy storage.  

(9) Promote innovation in intelligent dispatching technology for new energy storage. In response to the multi-scenario and market-oriented operation needs of new energy storage, actively carry out research on technologies such as coordinated and optimized dispatching of new energy storage with other power sources, key technologies for cluster intelligent dispatching of large-scale energy storage systems, active grid support technologies based on new energy storage, and aggregated interactive dispatching technologies for virtual power plants of distributed energy storage such as electric vehicles, and strive to promote the application of new technologies.  

 IV. Strengthening Coordination and Guarantee for Grid Connection and Dispatching of New Energy Storage  
(10) Strengthen the management of new energy storage projects. Provincial energy authorities shall, in conjunction with relevant units, strengthen the construction of the management system for new energy storage projects, and enhance the management of planning, recordation, construction, operation, and dispatching of new energy storage in their regions.  

(11) Improve grid connection services for new energy storage. Power grid enterprises and power dispatching agencies shall provide grid connection services to new energy storage in a fair and non-discriminatory manner, offer technical guidance, optimize the grid connection process, and ensure the safe and efficient grid connection of new energy storage.  

(12) Promote the dispatching of new energy storage through market-oriented means. Local authorities shall fully consider the characteristics of new energy storage, accelerate the improvement of rules for new energy storage to participate in the electricity energy market and auxiliary service market, enrich transaction varieties, and through flexible and effective market-oriented means, promote new energy storage to "serve multiple purposes and be reused in different time periods" in consideration of supporting policies and power supply-demand conditions, and further enrich market-oriented business models for new energy storage.  

(13) Strengthen supervision and management of new energy storage grid connection and dispatching. Dispatched agencies of the National Energy Administration and provincial energy authorities shall, in accordance with their respective responsibilities, strengthen supervision and management of the grid connection and dispatching operation of new energy storage, establish and improve a coordination mechanism for the management of new energy storage grid connection and dispatching operation, and coordinate the handling of relevant disputes. Major issues found in the work shall be reported to the National Energy Administration in a timely manner.  

This notice shall come into force as of the date of issuance and shall be valid for five years.
