On July 3rd, the Provincial Tendering and Bidding Association held an industry self-discipline conference in Changsha. More than 1,400 representatives from tendering units, bidding units, intermediary agencies and other parties took a collective oath, committing to consciously abide by national laws and regulations and jointly maintain the order of the tendering and bidding market. Relevant leaders from departments including the Provincial Special Rectification Office for Prominent Issues in Engineering Construction Project Tendering and Bidding, the Provincial Development and Reform Commission, the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Water Resources, the Provincial Department of Transportation, the Provincial Public Resources Trading Center, as well as the China Tendering and Bidding Association and 16 brother provincial-level tendering and bidding associations attended the conference.
At the conference, Xiong Jiong, President of the Provincial Tendering and Bidding Association, issued an initiative to the entire industry. Representatives from three companies, namely the Provincial Airport Management Group, the Provincial Construction Engineering Group, and Hunan Xiangzi Engineering Consulting Co., Ltd., delivered speeches expressing their positions. All participants read out the oath, undertaking to: refrain from evading tendering or conducting false tendering; refrain from organizing or participating in collusive tendering; refrain from offering or accepting bribes; refrain from securing tendering agency business through improper means; refrain from illegally setting tendering conditions to exclude potential bidders; refrain from creating favorable conditions for specific bidders; refrain from forcing the designation of consortiums or subcontractors for bidders; refrain from renting, lending, selling, or forging qualification certificates of enterprises and employees, asset performance and other credit certification documents and seals; refrain from relying on qualifications or resorting to fraud to obtain bidding and winning qualifications; refrain from competing at below-cost prices or driving up quotations; refrain from subcontracting, relying on others to contract, or illegally subletting; refrain from adopting illegal or improper means such as falsehoods, slander, or malicious complaints to harm others' rights and interests; refrain from illegally interfering with, guiding, or colluding with experts in bid evaluation; refrain from disclosing bid evaluation, base prices and other confidential information; consciously accept supervision and inspection by administrative supervision departments on the implementation of this commitment, and voluntarily accept administrative penalties imposed by administrative supervision departments in accordance with the law for violating this commitment.
Qian Sheng, Director of the Policy and Regulations Office of the Provincial Commission for Discipline Inspection and Supervision and Deputy Director of the Provincial Special Rectification Office, introduced to the participants the development of the province's special rectification work. He emphasized that participants in the tendering and bidding market are also builders of the market ecology, and that they should establish confidence in successfully rectifying the province's tendering and bidding market, strengthen industry self-discipline, resolutely implement the oath, learn and understand laws, operate in accordance with the law, safeguard their legitimate rights and interests in accordance with the law, consciously resist unhealthy tendencies, and strive to achieve a standardized, orderly, healthy and sound development of the province's tendering and bidding market.
Chen Yongshi, Member of the Party Leadership Group of the Provincial Development and Reform Commission, Director of the Provincial Optimization Office, and Director of the Provincial Special Rectification Office, fully affirmed the industry self-discipline work carried out by the Provincial Tendering and Bidding Association in his speech. He demanded that more attention be paid to the problems existing in the industry, the role of the association be fully utilized, and that practitioners be guided to develop good professional qualities, strictly adhere to the bottom line of integrity, and jointly maintain the order of the tendering and bidding market.
