1. Tendering Conditions The tendered projects, namely Wugang City Shiyangqiao Protection Zone Governance Project and Wugang City Shuilecun Protection Zone Governance Project, have been approved for construction by Wugang Municipal Development and Reform Bureau (the project approval, verification or filing authority) with the approval documents numbered Wugang Fagai Shen [2020] No. 497 and Wugang Fagai Shen [2020] No. 498. The construction funds are from central funds, the tenderee (project owner) is Wugang Municipal Small and Medium-sized River Governance Construction Management Project Department, and the tendering agency is Hunan Zhongji Project Management Co., Ltd. The project has met the tendering conditions, and now public tendering is conducted for the construction of this project.
2. 3. Qualification Requirements for Bidders 3.1 The bidder shall have an independent legal person status and hold a valid business license; 3.2 The bidder must be a market entity that has established a credit file on the National Water Conservancy Construction Market Credit Information Platform and is publicized on Hunan Provincial Water Conservancy Construction Market Credit Information Platform; 3.3 Possess the qualification of Water Conservancy and Hydropower Engineering General Contracting Grade III or above issued by the competent construction administrative department, with a valid safety production license; and have the ability to undertake the construction of this project in terms of personnel, equipment, funds, etc.; 3.4 This project has no qualification requirements for similar project performance of the bidder. (Applicable to water conservancy projects that can be undertaken by Grade III qualified enterprises as stipulated in the "Notice of the Ministry of Housing and Urban-Rural Development on Issuing the <Standards for Qualifications of Construction Enterprises>" (Jianshi [2014] No. 159)) 3.5 The proposed project person-in-charge must be a registered Level II or above constructor in the water conservancy and hydropower engineering major of the bidding unit, hold a Class B safety production assessment qualification certificate issued or verified by the water administrative department, and be a formal employee of the bidding unit with no ongoing projects; (Applicable to all types of water conservancy engineering construction projects) 3.6 The proposed technical person-in-charge shall have an intermediate or above technical title in water conservancy and hydropower engineering-related majors and be a formal employee of the bidding unit; 3.7 The proposed full-time safety officer shall hold a Class C safety production assessment qualification certificate issued or verified by the water administrative department and be a formal employee of the bidding unit; 3.8 This tender does not accept consortium bids. 3.9 In accordance with the "Notice of Hunan Provincial Department of Water Resources on Issuing the <Measures for the Implementation of Bidding and Tendering Management of Water Conservancy Engineering Construction Projects in Hunan Province>" (Xiangshui Ban [2017] No. 113) and the "Notice of Hunan Provincial Department of Water Resources on Issuing the <Interim Measures for the Management of Red and Black Lists of Water Conservancy Construction Market Entities in Hunan Province>" (Xiangshui Ban [2016] No. 91), any从业 units and practitioners that are included in the National Water Conservancy Construction Market Credit Information Platform, the blacklist of Hunan Provincial Water Conservancy Construction Market entities and are within the validity period, as well as those that have been punished by the People's Government of Hunan Province and relevant departments directly under the Hunan Provincial Government with disqualification from bidding or above and are within the validity period, are prohibited from participating in this tender. 3.10 This tender implements post-qualification review, and the specific requirements for qualification review are specified in the tender documents. 4. 5. Submission of Bid Documents 5.1 The deadline for submission of bid documents (the same as the bid deadline, hereinafter referred to as "bid deadline") is 9:30 on January 5, 2021 (Beijing time). Bidders shall submit bid documents online and complete online check-in through Hunan Provincial Water Conservancy Engineering Bidding Public Service Electronic Trading Platform (website: http://slba.hnsggzy.com) before the bid deadline. 5.2 The deadline for decryption of electronic bid documents is 10:00 on January 5, 2021 (Beijing time).
