I. Continuously Deepen the Reform of the Administrative Approval System
(1) Promote standardization and normalization of administrative licensing items
In accordance with the unified deployment of the General Office of the State Council, formulate implementation specifications for each administrative licensing item set at the central level that are implemented by the National Energy Administration or on behalf of the National Development and Reform Commission. (4) Strengthen supervision over market order
Strengthen supervision over grid companies' proxy power purchase business, gradually reduce the scope of grid proxy power purchase, and focus on strengthening supervision over grid companies and power trading institutions in areas such as market transactions, information disclosure, electricity fee settlement, and service quality. (5) Fully implement "double random, one public" supervision

Implement classified and hierarchical supervision based on credit risks, increase the proportion and frequency of inspections for high-risk market entities, and enhance the accuracy and deterrence of supervision. Make good use of differentiated supervision methods based on credit classification, and carry out special supervision on the implementation of the electric power business qualification licensing system for some renewable energy power generation projects, related grid-connected projects, under-construction grid projects, and user power-receiving projects. (6) Improve credit supervision

Improve the credit data list and behavior list for the energy industry, organize pilot applications of new credit-based supervision, and summarize pilot experience in a timely manner. (7) Strengthen administrative law enforcement

(8) Optimize approval services
Simplify and integrate the approval procedures for energy project investment and construction. On the premise of ensuring project quality, further clean up and standardize administrative licensing, technical review, and other matters involved in the entire project approval process, disclose information such as procedures, conditions, and standards for handling matters, and refrain from adding preconditions beyond statutory requirements. Standardize the management of administrative filing to prevent filing from being used as a substitute for licensing in disguise. Strictly implement systems such as the first-responsibility system, one-time notification, and time-limited completion, and timely disclose the implementation of relevant project approval service specifications. In accordance with the requirements of "one-time notification, one-form application, one set of materials, one-window acceptance, one-network handling, and one-portal issuance", optimize and reengineer business processes, reduce procedures, simplify materials, and shorten handling time. Accelerate the application of electronic licenses in government services in the energy sector; information that can be obtained through data sharing shall not require applicants to provide physical licenses. Implement the "good and bad evaluation" system for government services and fully carry out evaluation work. IV. Promote a Better Business Environment
(10) Continuously optimize power supply services
Guide and urge provincial energy (electric power) authorities and power supply enterprises to complete the tasks specified in the *Opinions on Comprehensively Improving the Level of "Access to Electricity" Services and Continuously Optimizing the Electricity Business Environment* (Fagai Nengyuan Gui〔2020〕1479号). Focus on supervising key tasks such as the construction of government-enterprise collaborative power supply platforms and improving high-voltage power supply service levels. Strengthen supervision over local efforts to improve the level of "access to electricity" services. Continuously track the latest trends in the World Bank's business environment assessment and implement reforms to align "access to electricity" with international advanced standards. Hold a national promotion meeting on improving the level of "access to electricity" services. (11) Standardize grid connection services
Implement the *Measures for the Supervision of Fair Access to Power Grids*, strengthen supervision over power source grid connection, grid interconnection, and other behaviors, and standardize work procedures and time limits. Guide and urge grid companies to provide fair and non-discriminatory grid connection and interconnection services to power source project owners and grid interconnection applicants, shorten the handling time for links such as grid connection application acceptance and plan response in accordance with requirements, and improve service efficiency. (12) Promote fair access to oil and gas pipeline infrastructure
Guide and urge oil and gas pipeline operators to provide services such as oil and gas transportation, storage, gasification, loading and unloading, and transshipment to eligible users in accordance with laws and regulations. Disclose basic information on oil and gas pipeline facilities, remaining capacity, service conditions, technical standards, price standards, application and acceptance procedures, lists of written materials to be submitted by users, confidentiality requirements, etc. Simplify procedures, shorten handling time, and improve the efficiency of access service acceptance. (13) Promote market-oriented transactions of distributed generation
