On September 16, 2022, President Xi Jinping attended the 22nd Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO). The Council of Heads of State issued a statement on safeguarding international energy security, which proposed: vigorously promoting the synergistic development of wind energy, solar energy, hydropower, nuclear energy, biomass energy, hydrogen energy, energy storage, etc. It is of great significance to build a new type of power system adapted to the gradually increasing proportion of new energy.

Statement of the Council of Heads of State of the Shanghai Cooperation Organization on Safeguarding International Energy Security
We, the leaders of the member states of the Shanghai Cooperation Organization (hereinafter referred to as the "SCO") — the Republic of Kazakhstan, the People's Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan,
Emphasize that ensuring universal access to affordable, reliable, and sustainable modern energy is the seventh goal listed in the UN 2030 Agenda for Sustainable Development.
Believe that achieving energy security is an important foundation for all countries in the world to realize economic development, social stability, national security, and improve people's well-being,
Stress that the energy security rights of all countries and the energy use rights of all peoples should be respected and protected,
Endorse the Global Development Initiative and the Global Security Initiative put forward by the People's Republic of China,
Positively appraise the establishment of the mechanism for meetings of SCO member states' energy ministers in 2021,
Support cooperation within the SCO framework on jointly ensuring energy security,
And declare as follows:
The international energy security is facing a complex situation. Factors such as climate change, the COVID-19 pandemic, regional crises, and unilateral restrictive measures have severely impacted the balance of international energy supply and demand and energy resource production and supply chains, triggering violent fluctuations in energy markets and sharp rises in energy prices.
To promote the development of clean energy markets and make necessary contributions to global efforts to achieve carbon neutrality goals, we advocate promoting the construction of a clean, low-carbon, safe, and efficient energy system, and realizing the diversification of energy types and sources. We should give play to the complementary advantages of fossil energy and clean energy in accordance with local conditions, and encourage major oil and gas producing and exporting countries to increase upstream investment. We should strengthen our own capacity building, effectively release export potential, increase global oil, gas, and electricity supply, ensure energy security and sustainability, and guarantee the sustainable application of clean and low-carbon energy.
Call on all countries in the world to jointly build an open, transparent, and efficient international energy market, reduce trade barriers, avoid excessive fluctuations in the prices of international bulk commodities in the energy field, and maintain the healthy, stable, and sustainable development of the international energy market.
Support energy producers, transit countries, and consumers to strengthen cooperation, ensure the safety and stability of international energy resource transportation channels, and smooth international production and supply chains.
Stress the need to promote energy transition and energy security in a coordinated and orderly manner on the basis of the safe and reliable operation of energy infrastructure, including the use of renewable energy. Vigorously promote the synergistic development of wind energy, solar energy, hydropower, nuclear energy, biomass energy, hydrogen energy, energy storage, etc. It is of great significance to build a new type of power system adapted to the gradually increasing proportion of new energy.
Support the strengthening of open cooperation in energy science, technology, and innovation, adhere to the principle of technology neutrality, encourage the research, development, and application of various clean and low-carbon energy technologies, and emphasize attention to technologies for the clean and efficient utilization of fossil energy in the process of energy transition. Encourage the reduction of technical barriers, strengthen technology transfer and sharing, vigorously improve energy efficiency, expand the layout of renewable energy, enhance the utilization level of clean energy, and promote the development of modern energy industries.
Support the strengthening of energy policy coordination, and jointly build a fair, just, balanced, and inclusive global energy governance system. Provide financial, technical, and capacity-building support as well as humanitarian assistance to developing countries in need to ensure energy access and affordability for developing countries.
