National Energy Administration: Promote Flexibility Transformation of Coal-fired Power Supporting Large-scale Wind and Photovoltaic Bases

On November 2nd, the National Energy Administration publicly released the summary of the reply to Proposal No. 7080 at the Fifth Session of the 13th National People's Congress. The summary pointed out that efforts will be made to promote the development and outward transmission of new energy around large-scale wind and photovoltaic bases focusing on deserts, gobi, and desertified areas, so as to provide a strong power guarantee for economic and social development.

Implement the "triple transformation linkage" of coal-fired power. Focus on promoting energy-saving and carbon-reducing transformation of coal-fired power units with a power supply coal consumption of over 300 grams of standard coal per kilowatt-hour, flexibility transformation of coal-fired power supporting large-scale wind and photovoltaic bases, and heating transformation in the "Three Norths" regions (Northwest, North, and Northeast China) and industrial parks, so as to improve the clean and efficient level of coal-fired power units and promote the large-scale development of new energy.


Focusing on large-scale wind and photovoltaic bases with deserts, gobi, and desertified areas as the key, rationally planning and constructing clean, efficient, advanced, and energy-saving supporting coal-fired power, giving full play to the basic guarantee and system regulation role of coal-fired power, further consolidating the role of coal-fired power as the "ballast stone" for power supply guarantee, promoting the development and outward transmission of new energy, and providing a strong power guarantee for economic and social development are major policy deployments made by the Party Central Committee and the State Council to promote the realization of the "dual carbon" goals. Effectively improving the power supply guarantee capacity has strong reference significance and value.

Giving full play to the basic guarantee role and flexible regulation role of coal-fired power is crucial for promoting the clean, low-carbon, and efficient transformation of coal-fired power and facilitating the large-scale development and consumption of new energy. In the next step, our bureau will continue to promote the clean, low-carbon, safe, and efficient development of the coal-fired power industry. Adhering to focusing on the present and planning for the long term, newly-built projects will give priority to using generating units with large capacity, high parameters, low energy consumption, and good regulating capacity.
