Recently, the Hunan Provincial People's Government issued the *Hunan Provincial Carbon Peak Implementation Plan* (Xiangzhengfa〔2022〕No. 19). The Plan proposes that by 2025, the proportion of non-fossil energy consumption will reach about 22%, and the reduction targets of energy consumption per unit of regional GDP and carbon dioxide emissions assigned by the state will be ensured to be met, laying a solid foundation for achieving the carbon peak goal.
By 2030, the proportion of non-fossil energy consumption will reach about 25%, and the reduction targets of energy consumption per unit of regional GDP and carbon dioxide emissions assigned by the state will be fulfilled, thus successfully achieving the goal of carbon peak before 2030. The Plan puts forward the "Ten Actions for Carbon Peak" and related targets and tasks, including green and low-carbon transformation of energy, synergistic reduction of energy conservation, pollution and carbon emissions, carbon peak in the industrial sector, carbon peak in urban and rural construction, green and low-carbon transportation, resource recycling to assist carbon reduction, green and low-carbon scientific and technological innovation, consolidation and improvement of carbon sink capacity, nationwide actions for green and low-carbon development, and green financial support actions.
