National Development and Reform Commission: Encourage Private Enterprises to Increase Investment in Energy-Saving and Carbon-Reducing Fields Such as Solar Power Generation, Wind Power, Biomass Power Generation, and Energy Storage

As learned from Beijixing Power Network, on November 7, the National Development and Reform Commission issued the "Opinions on Further Improving the Policy Environment and Strengthening Support for the Development of Private Investment" (hereinafter referred to as the "Opinions").

The Opinions point out that private investment is supported to participate in the construction of projects such as the 102 major projects. The identified projects in transportation, water conservancy, etc., should be advanced at an accelerated pace, and private investment should be treated equally in bidding. Private enterprises are encouraged to increase investment in energy-saving and carbon-reducing fields such as solar power generation, wind power, biomass power generation, and energy storage.

Accelerate the preliminary work of private investment projects. Strengthen guarantees for factors such as land (sea) use, energy use, water use, and funds to promote the implementation of projects.

Support the transformation and upgrading of private investment in manufacturing. Encourage private enterprises to apply advanced and applicable technologies, accelerate equipment renewal and upgrading, promote the high-end, intelligent, and green transformation and upgrading of traditional industries, and consolidate the leading position of advantageous industries.

Thoroughly implement various policies for reducing costs. Promote the reduction of enterprises' costs in energy use, land use, house rent, etc.
