The research team of State Power Investment Corporation Limited and the research team of China Center for International Economic Exchanges have released a report on *Latest Progress, Challenges and Suggestions on China's Carbon Peak and Carbon Neutrality*. The report points out that under the influence of internal and external factors such as sporadic domestic epidemics, sustained pressure on economic growth, the Ukraine crisis, soaring factor prices, and great-power games, China has steadily advanced its work on carbon peak and carbon neutrality and achieved positive progress.
Looking ahead, the policy support system for the "dual carbon" goals will be more improved, new models and new forms of business will emerge at an accelerated pace, the paths to carbon peak in different regions and industries will be further differentiated and clarified, and the promotion of work will be more pragmatic.
In the next step, it is necessary to adhere to the overall requirement of "establishing first and then breaking, and advancing in an orderly manner", consolidate the bottom line of ensuring energy security and maintaining sustained economic growth, accelerate the planning and construction of a new energy system, and actively and steadily promote the "dual carbon" work. We should vigorously promote the clean and efficient utilization of coal resources, and develop industries using coal as raw materials such as modern coal chemical industry in an orderly manner. Efforts should be made to promote the optimal combination of coal and new energy to realize the large-scale development of new energy. We should accelerate the pace of industrial structure transformation, and develop energy-intensive emerging industries and green and low-carbon industries in an orderly manner. We should comprehensively strengthen energy and resource conservation and recycling, and increase efforts in demand-side management. We should improve the basic systems and policy systems for the "dual carbon" goals to lay a solid foundation for the work. We should advance international cooperation in a differentiated manner to build a favorable external environment for achieving the "dual carbon" goals.
