Recently, the Hunan Provincial Development and Reform Commission issued the Measures for the Implementation of Power Demand Response in Hunan Province and the Measures for the Management of Interruptible Power Load in Hunan Province.

The Measures for the Implementation of Power Demand Response in Hunan Province proposes that, at the current stage, Hunan's power demand response is peak-shaving demand response. When there is a predictable supply gap in the province's power supply and demand, power users shall, in accordance with the agreement, voluntarily reduce or interrupt the power load during the gap period and receive corresponding financial compensation. When the power supply gap of the entire network does not exceed 2 million kilowatts, peak-shaving demand response shall be activated first. If the demand response cannot cover the power supply gap, the shortage shall be managed through organized orderly power consumption simultaneously. Compensation shall be made based on the response load during the response period, and the compensation price for each time shall not exceed 10 yuan/kilowatt.

The Measures for the Management of Interruptible Power Load in Hunan Province proposes that when the power grid temporarily faces an emergency with a power supply gap of less than 1 million kilowatts, or when there is still a power supply gap after taking other load management measures, real-time interruptible load resources can be directly called. Participating power users can receive corresponding financial compensation. The calling compensation price is 20 yuan/kilowatt per time.
