Recently, the Hunan Provincial Development and Reform Commission issued the Notice on Clarifying the Charging and Discharging Prices and Relevant Matters of Electrochemical Independent Energy Storage Power Stations in the Province (hereinafter referred to as the "Notice").
The Notice states that for electrochemical independent energy storage power stations completed and put into operation before June 30, 2023, they shall be treated as large industrial users when charging, and the charging price shall implement the time-of-use tariff policy. Their charging electricity shall not bear transmission and distribution tariffs or government funds and surcharges, and the discharging price shall be implemented with reference to the province's benchmark price for coal-fired power generation, which is 0.45 yuan/kWh.
The funds from the price difference between charging and discharging of electrochemical independent energy storage power stations in the province shall be shared by wind power and centralized photovoltaic power generation enterprises that fail to meet the energy storage allocation requirements in the province according to their actual on-grid electricity volume of the current month. Power grid enterprises shall deduct such funds when settling their on-grid electricity fees. The list of wind power and centralized photovoltaic power generation enterprises that fail to meet the energy storage allocation requirements shall be provided monthly by the Provincial Energy Bureau to power grid enterprises.
Those completed and put into operation after June 2023 shall be specified separately and shall not be subject to the above policies.
