Notice of the National Energy Administration on Carrying Out Special Supervision over Safety in Electric Power Construction and Engineering Quality for 2024

Energy Bureaus of all provinces (autonomous regions, municipalities directly under the Central Government), relevant development and reform commissions, industry and information technology authorities of provinces (autonomous regions, municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps, Beijing Municipal Commission of Urban Management, all dispatched agencies, Reliability and Quality Supervision Center, all electric power construction engineering quality supervision agencies, China Electric Power Construction Enterprise Association, and all enterprise members of the National Electric Power Safety Committee:

In recent years, the number of electric power construction projects nationwide has been large, with large scales, wide distribution, and diverse types, resulting in long-term high safety risks. Currently, there are signs of a rebound in accidents, and the situation of work safety is relatively severe. To thoroughly study and implement General Secretary Xi Jinping's important instructions on work safety, earnestly implement the 15 tough measures of the State Council Work Safety Committee and the unified deployment of the three-year治本攻坚 action, strengthen the safety supervision and management of electric power construction projects, and promote the stable improvement of the electric power work safety situation, the National Energy Administration has decided to organize special supervision work on safety in electric power construction and engineering quality nationwide. The relevant requirements are hereby notified as follows:

I. Overall Objectives
Through the special supervision work, relevant units in the electric power industry will further establish the concept of safe development, further enhance the sense of responsibility of "being uneasy at all times", further strengthen the safety supervision and management of electric power construction projects, control a number of safety risks, eliminate a number of potential accidents, plug a number of management loopholes, improve the intrinsic safety level of electric power construction projects, prevent and curb all types of accidents, and ensure that no major or extraordinarily serious accidents occur.

II. Time for Special Supervision
From the date of issuance of this notice to December 2024.

III. Key Tasks
All participating units in electric power construction projects nationwide shall strictly implement the main responsibility for work safety, and the construction units shall fulfill their primary responsibilities. Drawing profoundly on the lessons from accidents and incidents in the electric power industry in recent years, in the stages of survey and design, construction, installation and commissioning, completion acceptance, and engineering supervision, in-depth investigations and rectifications of various safety risks, hidden dangers, management loopholes, and weaknesses shall be carried out. Focus shall be placed on the 30 inspection items and 145 inspection contents specified in the *List of Inspection Items for 2024 Special Supervision over Safety in Electric Power Construction and Engineering Quality* (see Annex 1) to conduct investigation and rectification, so as to effectively ensure construction safety and engineering quality.

IV. Schedule
1. Stage of Concentrated Self-Inspection and Rectification (March - April)
All electric power enterprises shall establish and strictly implement a normalized inspection mechanism for safety in electric power construction and engineering quality. For problems found, a list shall be established and rectified immediately; for complex problems that cannot be rectified immediately, rectification plans shall be formulated in a timely manner, with clear rectification goals, and responsibilities shall be assigned to specific posts and personnel to actively promote rectification and ensure closed-loop management of problems. From March to April 2024, all electric power enterprises shall, in conjunction with the spring work safety inspection and safety assessment inspection for resumption of work after the Spring Festival, carry out a concentrated self-inspection and rectification action on construction safety and engineering quality, and submit the list of problems found in self-inspection and rectification and the rectification status to the local provincial electric power management department and dispatched agency by the end of April.

2. Stage of Key Supervision and Guidance (March - November)
All provincial electric power management departments and dispatched agencies shall track, analyze, and judge the safety situation of electric power construction projects in their jurisdictions, and in conjunction with relevant professional supporting institutions, carry out supervision on electric power construction projects and related enterprises that have an improper attitude towards work safety, have not solidly promoted the special supervision, or have failed to rectify risks and hidden dangers. Among them, full coverage of supervision shall be achieved for projects that had accidents in 2023 and are still under construction, as well as projects that have had accidents in 2024. The Electric Power Safety Supervision Department of the National Energy Administration, together with the Reliability and Quality Supervision Center, relevant professional supporting institutions, and industry associations, will conduct supervision on regions and enterprises with heavy electric power construction tasks, prominent major risks and hidden dangers, and frequent accidents.

3. Stage of Summary, Consolidation, and Improvement (November - December)
All provincial electric power management departments, dispatched agencies, and enterprise members of the National Electric Power Safety Committee shall rectify, consolidate, and improve while working, and timely sort out and analyze the effectiveness of each stage of the special supervision. From November to December, a comprehensive summary of the special supervision work in their jurisdictions or enterprises shall be made to form a summary report. Before December 5, the above-mentioned units shall submit the summary report together with the list of problems found (including electronic version, in the format of Annex 2) to the Electric Power Safety Supervision Department of the National Energy Administration. The National Energy Administration will promptly compile a circular on the overall situation of the special supervision.

V. Safeguard Measures
1. Quick Deployment and Solid Promotion
All electric power enterprises shall deeply understand the severe and complex situation of work safety in current electric power construction projects, attach great importance to this special supervision work, quickly mobilize and deploy, carefully organize and arrange, and solidly promote the in-depth development of each stage of work to ensure practical results. All provincial electric power management departments and dispatched agencies shall, through platforms such as the Electric Power Safety Committee and Electric Power Special Committee, promptly convey this notice to all electric power enterprises in their jurisdictions and put forward clear requirements. Provincial electric power management departments and dispatched agencies are encouraged to jointly deploy work, conduct joint supervision and inspection, carry out joint law enforcement, and submit information and materials jointly.

2. Strengthen Inspection and Serious Accountability
All electric power enterprises shall strengthen inspections of their affiliated electric power construction projects, promptly discover and stop "three violations" (violation of rules, regulations, and labor discipline) behaviors, and conduct strict assessment and serious accountability. Local electric power management departments at all levels and dispatched agencies shall strengthen coordination and cooperation, carry out supervision by means of "four noes and two straights" (no notification, no greeting, no listening to reports, no accompanying reception, and direct access to the site, direct inspection of the scene), unannounced visits, and cross-inspection. They shall comprehensively use supervision or law enforcement measures such as warnings, interviews, exposure and circulars, administrative penalties, information submission to the national credit system, and transfer of clues to judicial organs to severely deal with illegal and irregular behaviors in safety in electric power construction and engineering quality.

3. Regular Notification and Strengthen Deterrence
The National Energy Administration will, in accordance with the requirements of "more notifications, more urging letters, and more unannounced visits", establish a quarterly notification system for typical problems in safety in electric power construction and engineering quality, give full play to the role of public opinion supervision, and maintain a strong deterrent effect of electric power safety supervision on illegal and irregular behaviors. All provincial electric power management departments, dispatched agencies, and electric power construction engineering quality supervision agencies (hereinafter referred to as electric power quality supervision agencies) shall, before the 25th day of the last month of each quarter, submit the typical and major problems found in safety in electric power construction and engineering quality in the quarter, as well as the situation of supervision and law enforcement (including electronic version, in the format of Annex 3) to the Electric Power Safety Supervision Department of the National Energy Administration. The National Energy Administration will promptly conduct statistical analysis, select typical, representative, and emerging problems for notification; at the same time, based on the quantity and quality of typical problems reported by provincial electric power management departments, dispatched agencies, and electric power quality supervision agencies, as well as the situation of supervision and law enforcement, units with "zero supervision, zero problems, and zero law enforcement" will be notified in the circular on the overall situation of the special supervision.
