Pressing the Accelerator for the Development of New Energy Storage

Developing new energy storage is an important component and key support for China's construction of a new energy system, and it is of great significance for ensuring the safe and stable operation of the new power system and promoting green and low-carbon transformation.  

According to media reports, the first phase of China's first 100-megawatt-hour sodium-ion energy storage project has been put into operation, marking the world's first large-scale commercial application of sodium-ion new energy storage technology. Developing new energy storage is an important part and key support for China's construction of a new energy system, playing a vital role in ensuring the safe and stable operation of the new power system and advancing green and low-carbon transformation.  

In recent years, many regions across the country have accelerated the layout and development of the new energy storage industry. Since the "14th Five-Year Plan" period, the new installed capacity of new energy storage in China has directly driven economic investment of over 100 billion yuan. The National Energy Administration has previously issued the *Notice on Promoting the Grid Connection and Dispatching Application of New Energy Storage* and the *Notice on Ensuring the Consumption of New Energy and Safeguarding Its High-Quality Development*, further refining requirements for the current development of new energy storage in China. By the end of the first quarter of this year, the cumulative installed capacity of new energy storage projects put into operation nationwide had increased by more than 210% compared with the same period last year. From the perspective of domestic technical routes, lithium batteries account for 97%, while non-lithium energy storage technologies such as flow batteries, compressed air, flywheels, supercapacitors, and green power gases have made breakthroughs. New energy storage installations with an average storage duration of 2 to 4 hours account for nearly three-quarters.  

It should also be noted that China's new energy storage market is in a period of rapid expansion, with large fluctuations in raw material prices and relatively high construction and operation costs of energy storage power stations. To solve these problems, multiple measures are needed to press the "accelerator" for the development of new energy storage.  

Accelerate innovation-driven development to cultivate and strengthen the new energy storage industry. Accelerate exploration in the fields of safety, durability, economy, and convenience of new energy storage, promote the formation of an integrated industry-academia-research development model, and build and improve a new energy storage industry system under the background of the energy revolution, guided by market demand, with enterprise innovation as the main body, and integrating industry, academia, research, and application. Focus on key links and segments in the upstream and downstream of the new energy storage industry, increase research efforts on diversified long-cycle technologies, full-process safety technologies, intelligent control technologies, as well as all-solid-state batteries and non-lithium energy storage. Organize collaborative innovation, accelerate scenario applications, strengthen industry management, and improve supporting systems in terms of standard system construction, talent training and utilization, and achievement transformation and application.  

Promote the integration of "source, grid, load, and storage" through multi-"side" efforts. On the power source side, while accelerating energy-saving and carbon-reducing transformations and upgrades of traditional thermal power, deepen the integration of new energy such as wind and solar with new energy storage to improve the consumption and utilization level of new energy. On the grid side, scientifically plan and construct new energy storage units, standardize grid connection requirements for new energy storage, give play to frequency and peak regulation functions, alleviate grid congestion and structural contradictions between power sources and transmission capacity, and enhance the resilience of the power system. On the load side, tap application demands at the user end, build load-side energy storage power stations as needed, promote "distributed new energy + storage" to participate in the power auxiliary service market, and improve the local consumption capacity of new energy and the economy and safety of the power system.  

Optimize price policies to ensure the stable operation of the new energy storage market. Optimize the price policies for power purchase and discharge of power source-side energy storage, flexibly use various models such as shared leasing and capacity compensation to improve the comprehensive benefits of new energy storage-matching projects, effectively reduce the operating costs of power generation enterprises, cope with the risk of market price fluctuations, and promote multiple entities of "new energy + storage" to participate in electricity spot trading to facilitate market clearing. Based on pilot experience, improve the "energy storage electricity quantity + capacity price" formation mechanism, explore the inclusion of grid-substitutable energy storage costs into the transmission and distribution price recovery mechanism and the competitive electricity price mechanism for grid-side energy storage power stations, and strive to achieve a match between new energy storage equipment units and the power system, unity between technical functions and market value, and coordination between operating costs and investment returns.  

Improve the standard system to lead and support the high-quality development of new energy storage. In accordance with the national *Guidelines for the Construction of New Energy Storage Standard System*, accelerate the improvement of common technical standards, and scientifically formulate technical specifications for the planning, design, construction, operation, and safety emergency response of new energy storage power stations. At the same time, focus on key links such as R&D innovation, testing and acceptance, and inspection and certification management of new energy storage, coordinate relevant competent departments to actively formulate and revise local standards in the field of new energy storage, and support industry associations, manufacturers, research institutes, etc., to jointly study and formulate relevant industry standards in the field of new energy storage. Strengthen international exchanges and cooperation on carbon footprint accounting standards for new energy storage, promote the construction and improvement of China's carbon footprint background database, and help realize international mutual recognition of green power value.
