2025 Energy Supervision Work Points
The overall thinking of energy supervision work in 2025 is: Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and the Second, Third Plenary Sessions of the 20th Central Committee, deeply implement the important expositions of General Secretary Xi Jinping on building a national unified electricity market and improving the regulatory system and mechanism for natural monopoly links, accurately grasp the political, people-oriented, economic and social attributes of energy supervision, focus on the "four supervisions" to comprehensively promote the improvement of energy supervision efficiency, and effectively be brave in supervision, scientific in supervision and good at using supervision, so as to provide strong support for the high-quality development of energy in the new era. The following key tasks should be well done:
I. Focus on "matters of great significance to the country" and strengthen energy security and supply supervision
(1) Improve the monitoring, early warning, consultation and linkage mechanism. Keep a close eye on key nodes such as peak summer, peak winter and major events, strictly implement the "daily investigation, weekly report and monthly summary" mechanism for power supply and demand, strengthen the supervision of safety operation, market transaction, power supply service and other links, and urge local governments and relevant energy enterprises to implement the main responsibility for supply guarantee. Give full play to the role of digital means in energy supply and demand monitoring, strengthen the monitoring of electricity consumption, water inflow and fuel supply in the whole country and key regions, strengthen the consultation and linkage with relevant departments such as meteorology, and timely discover and report the incipient, tendentious and potential problems affecting energy supply guarantee, so as to ensure the stable energy supply and demand and the stable production safety situation.
(2) Conduct whole-process supervision on the implementation of national major plans, policies and projects. Carry out the supervision and summary evaluation on the implementation of the "14th Five-Year Plan" for energy, and supervise the completion of the main objectives, key tasks and major projects of the national "14th Five-Year Plan" for energy by various provinces (autonomous regions and municipalities). Promote the application of the pilot experience of process supervision, explore the establishment of the "four lists" of the energy development base, the implementation of energy planning and policies, the implementation of major energy projects and the effectiveness of energy supply guarantee in the jurisdiction, increase the supervision intensity on the start and construction of supporting and regulating power sources, cross-provincial and cross-regional transmission channels and flexible interconnection projects, and promote the scheduled construction and operation of projects included in the plan.
(3) Actively promote the participation of source, network, load and storage in energy supply guarantee. Promote the optimization of the coal-fired power capacity tariff mechanism to ensure the reasonable income of peak-shaving coal-fired power units. Give play to the role of the power market in optimizing the allocation of resources, strengthen the supervision of the performance of medium- and long-term contracts between provinces, promote the cross-provincial mutual assistance of power resources, and increase the assessment intensity of the grid connection operation of generating units during the supply guarantee period. In the areas where the spot market has been carried out, promote the active participation of the user side in system regulation and participate in the market by reporting quantity and price; in the areas where the spot market has not been carried out, carry out time-of-use trading to effectively guide the user side to cut peaks and fill valleys.
II. Focus on low-carbon transformation and strengthen energy green development supervision
(4) Strengthen the supervision of new energy grid connection and consumption. Strengthen the supervision of the construction progress of the "desert, gobi and wasteland" new energy bases to promote the projects to be connected to the grid on schedule. Strengthen the supervision of the construction of new energy transmission projects, and urge the power grid enterprises to buy back the projects self-built by new energy enterprises as required. Guide the special action of optimizing the power system regulation capacity, carry out special supervision on the planning, construction and utilization of the power system regulation capacity in North China, Northeast China and Northwest China, and focus on supervising the preparation of the regulation capacity construction plan, the planning, construction and utilization of various regulation resources, etc. Strengthen the statistical supervision of the new energy consumption utilization rate to improve the acceptance, allocation and regulation capacity of the power system for new energy. Strengthen the supervision of the construction and transformation of the distribution network, and urge local governments and power grid enterprises to promote the high-quality development action of the distribution network as required.
(5) Deepen the supervision of the transformation and supply guarantee of traditional energy. Carry out special supervision on the intelligent construction of key coal enterprises, urge enterprises to implement relevant national requirements, promote the construction of national intelligent demonstration coal mines, continuously promote the iterative upgrading of traditional energy industries, and realize the cultivation and growth of clean energy industries. Carry out special work on key tasks in the oil and gas industry, focus on the key projects for ensuring supply within the province in the construction of the production, supply, storage and marketing system in 2025, strengthen supervision and coordination, and ensure the scheduled commissioning of key projects.
(6) Efficiently promote the green certificate issuance work. Formulate the implementation rules for green certificate issuance, gradually carry out green certificate cancellation work by category and stage, and timely disclose the green certificate issuance and transaction information to the public according to regulations. Continuously iterate and upgrade the national green certificate issuance and trading system, improve the functions of green certificate provincial accounts and transfer, cancellation, traceability, etc., organize the transfer of green certificates for existing conventional hydropower, and explore the coordinated linkage with the qualification and credit information system. Establish and improve the information sharing mechanism with the ecological environment department, strengthen the connection between green certificates, green electricity and the carbon market, expand and cultivate the green certificate market, provide a good policy environment for new energy and various new market players to participate in market transactions, and improve the international recognition and influence of green certificates.
III. Focus on fairness and justice and strengthen the supervision of natural monopoly links in the energy industry
(7) Improve the supervision system for natural monopoly links. Thoroughly study the "Energy Law" and construct a supporting supervision regulation system for the "Energy Law". Study and revise the "Measures for the Planning, Construction and Operation Management of Oil and Gas Infrastructure" to guide the access and use of oil and gas pipeline facilities. Study and revise the "Supervision Measures for the Fair Openness of Oil and Gas Pipeline Facilities" to further clarify the basic requirements for fair open services, application and acceptance procedures, etc. Study and revise the "Supervision Measures for the Fair Openness of the Power Grid" to further clarify the requirements for power source access and power grid interconnection, and promote the fair and non-discriminatory openness of power grid enterprises. Summarize and apply the pilot experience of penetrative supervision to promote the solution of supervision problems in natural monopoly links from the source.
(8) Strengthen the supervision of the fair openness of pipeline network facilities. Carry out special supervision on the fair openness of the power grid, focus on supervising the standardization of the access process of various subjects to the power grid, the interconnection between incremental distribution networks and the power grid, the investment and construction of connection projects by power grid enterprises, information disclosure and submission, etc., and urge power grid enterprises to strictly perform their fair openness responsibilities and standardize open service behaviors. Regularly do a good job in the supervision of the fair openness of oil and gas pipeline network facilities, carry out key supervision or "look back" on problem rectification for the operation enterprises of some provincial pipeline network facilities, and further standardize the system construction, facility services, contract performance, information submission and other behaviors of the operation enterprises of oil and gas pipeline network facilities.
(9) Explore the development of cross-departmental collaborative supervision. Consolidate and expand the collaborative supervision mechanism with relevant ministries and commissions, conduct regular communication and consultation, strengthen policy coordination, increase the sharing intensity of basic data, market data, administrative penalty information, typical cases, etc. of market members in the energy field, and improve the utilization rate of information resources. Timely carry out collaborative work around the natural monopoly links in the energy industry, the order of the electricity market, etc. to effectively enhance the influence and deterrence of supervision and law enforcement.
IV. Focus on top-level design and strengthen the construction and supervision of the electricity market
(10) Improve the basic rule system. Study and establish a national unified electricity market evaluation system to promote the unified, standardized, fair and transparent construction of electricity markets in various places. Formulate and revise the basic rules for medium- and long-term electricity trading, auxiliary service markets and metering and settlement, improve the medium- and long-term, spot and auxiliary service trading mechanisms, and do a good job in the effective connection between inter-provincial transactions within the region and cross-regional transactions and intra-provincial transactions. Accelerate the establishment of a market system and long-term mechanism conducive to promoting the production and consumption of green energy, and promote the integration of green electricity trading into medium- and long-term electricity trading.
(11) Optimize the function of the market mechanism. Promote the expansion of cross-provincial and cross-regional electricity market-based trading, strengthen the mutual complementation of surpluses and shortages, give full play to its role in energy supply guarantee and clean energy consumption, and support eligible power users to participate in cross-provincial and cross-regional green electricity trading. Establish and improve the regional electricity market trading mechanisms adapted to the major national strategies such as Beijing-Tianjin-Hebei, the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area, promote the long-cycle continuous trial operation of the spot market in the southern region, further expand the trading scale of the electricity market in the Yangtze River Delta, and study and establish the electricity mutual aid trading mechanisms in the northwest, central China and other regions. Continuously promote the construction of the spot market in various provinces, and basically achieve full coverage of the provincial spot market by the end of 2025.
(12) Increase the intensity of market supervision. Accelerate the construction of the energy supervision information system, deepen the digital supervision application of the electricity market, improve the indicators of the electricity market monitoring system, and realize the real-time monitoring, risk early warning and online supervision of the electricity market. Continuously carry out special supervision on the prominent problems in the order of the electricity market, increase the supervision intensity on problems such as violations of market rules and the weak independence of trading institutions, and effectively maintain a good market order. Regularly carry out the rectification of local improper interference in electricity market-based trading behaviors to maintain a fair and competitive market environment.
V. Focus on risk prevention and strengthen electricity safety supervision
(13) Improve the safety supervision system and mechanism. Accelerate the revision of the "Regulations on the Emergency Disposal and Investigation and Handling of Electric Power Safety Accidents" and the electricity safety information reporting system, and improve the policy, regulation and standard system for electricity safety supervision. Compile the "15th Five-Year Plan" for Electric Power Safety Production, clarify the work objectives, main tasks and key actions for electric power safety during the "15th Five-Year Plan" period. Promote the implementation of documents on strengthening electric power safety governance, the connection of new energy and new grid-connected entities to the grid, etc., strengthen the risk control of large-scale power outages in counties, promote the extension of the large power grid safety risk control system to the distribution network, and build a power safety governance system of co-construction, co-governance and sharing by source, network, load and storage.
(14) Strengthen the investigation and rectification of safety risk hazards. Further promote the three-year action for tackling the root causes of safety production in the energy and power system, strengthen the safety risk control of important transmission channels, key power information infrastructure, new energy and new grid-connected entities connected to the grid, complete the safety risk assessment of important energy infrastructure, establish a regular analysis and summary mechanism for electric power safety production experience and lessons, and improve the accident prevention and control level. Adhere to the prevention-first principle, strengthen the investigation and rectification of major and high-frequency electric power safety hazards, and carry out special supervision around electric power safety governance, construction safety and quality control, etc.
(15) Strengthen network security risk control. Study and revise the overall safety protection plan and other safety protection plans and evaluation specifications for electric power monitoring systems, and improve the safety protection policy system for electric power monitoring systems. Organize the network security drill in the electric power industry, and promote the construction of infrastructure such as network security shooting ranges and vulnerability databases. Compile the "15th Five-Year Plan" for the Security of Key Energy Information Infrastructure, and promote the application of Beidou in the energy industry.
(16) Improve the power emergency and reliability management capabilities. Accelerate the construction of the national electric power emergency base and research center and the electric power emergency command platform of the bureau, strengthen the cooperation in electric power emergency rescue with relevant departments and local governments, organize cross-regional and multi-scene electric power emergency joint drills, carry out special research on the prevention and response to typhoons, earthquake geological disasters, etc. in the electric power industry, evaluate the independent operation of the power grid and the load guarantee capacity under extreme conditions, and strengthen the supervision and management of the configuration and use of self-provided emergency power sources for important power users. Do a good job in the management and reform of power reliability, accelerate the research on the construction of the reliability management system, and improve the management level of power supply reliability, so as to provide a strong support for ensuring the safe and stable operation of the power system and the reliable supply of electricity.
VI. Focus on supervision for the people and strengthen the supervision of energy consumption in the people's livelihood field
(17) Improve the "power obtaining" service level. Formulate and issue a new round of policy documents on improving the "power obtaining" service level, continuously deepen the "zero investment, zero approval and zero worry" and "three provinces" services, and make every effort to create a modern electricity business environment with Chinese characteristics. Regularly promote the treatment of frequent power outages, and continuously promote the solution of the "urgent, difficult and anxious" electricity problems of the people. In accordance with the division of responsibilities, continuously do a good job in the whole-chain rectification of safety hazards of electric bicycles, and effectively urge and guide local governments and power supply enterprises to implement the power connection service requirements.
(18) Strengthen the service guarantee of energy consumption for the people's livelihood. Carry out special supervision on the prominent problems in the electricity service for the people's livelihood, focus on the "look back" on the results of the treatment of frequent power outages, and simultaneously supervise the prominent problems in the electricity application, repair and power restoration for urban and rural residents. Focus on the implementation of the clean heating policy, energy supply guarantee and other situations, and carry out special supervision on clean heating in the northern region. Comprehensively publicize and implement the complaint reporting handling system of the 12398 hotline, strengthen the business training of the staff of dispatched agencies and energy enterprises, compact the main responsibility of energy enterprises for complaint handling, and effectively improve the work efficiency of complaint reporting. Promote local governments to adapt to local conditions and do a good job in the comprehensive treatment of weak electricity consumption areas such as non-grid directly-supplied residential communities.
(19) Reform and innovate the qualification license. Study and formulate a package of opinions and measures on further reforming and innovating the management of electric power business qualification licenses, relax the exemption scope of electric power business licenses, support the diversified development of new business forms and models, improve the rights and obligations of license-holding subjects, and better serve the construction of a new power system. Improve the electric power business qualification license system, clarify the relevant requirements for the renewal and cancellation of electric power business licenses, reduce the levels of the licenses for installing (repairing and testing) electric power facilities, and further stimulate market vitality. Select some key areas to carry out special supervision on electric power business licenses, continuously carry out the normal supervision on the maintenance of licenses, and supervise the quality of the license work of dispatched agencies to further improve the license management efficiency and risk prevention and control level.
VII. Focus on law-based administration and enhance the authority and influence of energy supervision
(20) Conduct in-depth comprehensive supervision. Do a solid job in the "second half of the article" of the comprehensive supervision in the electric power field in 2024, do a good job in supervision interviews, ordering rectification, administrative penalties and other work by layers and categories to form a supervision closed loop. Continue to select 6 representative provinces to carry out comprehensive supervision, highlight the implementation of planning and policies, the supervision of natural monopoly links, the construction of the electricity market, the guarantee of energy consumption for the people's livelihood and other major matters, strengthen the depth of supervision work, optimize the organization and coordination mechanism, and further improve the effectiveness of comprehensive supervision.
(21) Improve the quality and efficiency of administrative law enforcement. Improve the law enforcement information statistics and notification mechanism, and improve the full-staff law enforcement work mechanism of dispatched agencies; pay attention to the collection of case clues, focus on strengthening the law enforcement intensity in the fields of natural monopoly links and the order of the electricity market, and promote the synchronous in-depth and mutual promotion of business supervision and administrative law enforcement work; standardize law enforcement behaviors, promote the organic connection between "tough and sharp" supervision and inclusive and prudent supervision, and encourage the implementation of flexible law enforcement for small and micro enterprises and minor illegal acts.
(22) Strengthen the application of law enforcement results. Timely sort out and summarize the results of supervision and law enforcement, and take measures such as ordering rectification, administrative penalties and supervision interviews according to law for matters within the scope of responsibilities; increase the intensity of notifying typical problems, focus on disclosing the problems and typical cases found in the supervision work, and give play to the role of social public opinion supervision; for the deep-seated problems involving the adjustment of the system and mechanism found, strengthen the analysis and research, put forward improvement measures, and provide a reference for policy formulation and scientific decision-making.
(23) Consolidate and improve the credit mechanism. Strive to advance the construction of the credit system in the energy industry, establish and improve systems for the collection and use of credit information and credit evaluation, and strengthen industry credit management and enterprise credit monitoring. Promote the construction of a credit system for the national unified electricity market, and explore the implementation of credit evaluation of market entities and its application in supervision. Comprehensively collect and share industry credit information, guide and urge dispatched agencies to do a good job in the collection of administrative credit information and credit repair, and consolidate the data foundation. Publicly disclose credit information in accordance with the law, warn of credit risks, and serve industry supervision and public needs. Continue to carry out comprehensive public credit evaluation, implement incentives for trustworthy entities and constraints on dishonest ones, and create an honest market environment.
VIII. Focus on Party building leadership and enhance the supervision capacity of the cadre team
(24) Strengthen the political and organizational functions of primary-level Party organizations. Strictly implement the "first topic" system, and follow up on learning the latest important instructions, directives and speeches of General Secretary Xi Jinping. Earnestly implement the spirit of the "Opinions of the General Office of the Central Committee of the Communist Party of China on the Party Groups (Committees) of Central and State Organs Fulfilling the Main Responsibility for Party Building in Government Agencies" as well as the work plan of the Party Leadership Group of the National Energy Administration for its implementation and the requirements of the "Notice of the Party Leadership Group of the National Energy Administration on Further Clarifying and Fulfilling the Responsibilities for Party Building Work in Units Outside Beijing".压实党建主体责任, continuously deepen the creation of "four-strong" Party branches and the selection of "four-good" Party members, and give full play to the strong fighting fortress role of Party organizations and the vanguard and exemplary role of Party members.
(25) Improve the ability of supervision cadres to perform their duties. Strictly fulfill the political responsibility of selecting and appointing cadres, adhere to the principle of the Party managing cadres, strictly control the entry of cadres, pay attention to the training of young cadres, continuously improve the age and professional structure of the supervision cadre team, effectively place suitable cadres in suitable positions, and enable cadres who are willing and able to work to accomplish things successfully. Focus on power supply services, administrative law enforcement, industry supervision, etc., and carry out classified and hierarchical training. Resolutely rectify problems such as mental slack, insufficient sense of responsibility, and perfunctory work style, and improve the overall cohesion and combat effectiveness of the supervision team. Adhere to training the team in actual work, encourage cadres to take the initiative to participate in urgent, difficult, dangerous and arduous tasks such as comprehensive supervision, and continuously improve the political quality and professional level of the supervision cadre team.
(26) Advance comprehensive and strict governance of the Party in depth. Consolidate and deepen the achievements of Party discipline learning and education, implement the requirements of central inspection rectification, strengthen the education, management and supervision of cadres in high-risk positions, young cadres, newly promoted cadres, and non-staff personnel, conduct regular heart-to-heart talks, and strictly regulate the online words and deeds of Party members. Solidly carry out the third and fourth rounds of inspections by the Party Leadership Group of the Bureau, and strengthen inspection rectification and the application of results.
