Notice on Matters Concerning Optimizing the Time-of-Use Electricity Price Policy in Our Province

Development and Reform Commissions of all cities and prefectures, State Grid Hunan Electric Power Co., Ltd., all local power grid companies, all incremental distribution network companies, and relevant electricity users:

In order to promote the construction of a new-type power system in our province and ensure the safe, stable and economical operation of the power system, in accordance with the spirit of the "Notice of the National Development and Reform Commission on Further Improving the Time-of-Use Electricity Price Mechanism" (Fa Gai Jia Ge 〔2021〕 No. 1093), combined with factors such as changes in electricity load and the output characteristics of new energy in our province, and with the approval of the Provincial People's Government, the time-of-use electricity price policy in our province has been optimized and adjusted. The relevant matters are hereby notified as follows:

I. Scope of Implementation
(1) Except for electricity used by electrified railway traction, prison production enterprises, urban and rural water supply enterprises, radio and television station wireless transmitting stations (stations), relay stations (stations), translator stations (stations), monitoring stations (stations), etc., which do not implement time-of-use electricity prices, industrial and commercial electricity users with an electricity capacity of 100 kVA (kW) and above shall implement time-of-use electricity prices.
(2) Industrial and commercial users with a single-tariff system who have an electricity capacity of 100 kVA (kW) and above and are not suitable for off-peak electricity use may choose to implement the average time-of-use electricity price; sewage treatment plants, hospitals, agricultural production electricity users, and industrial and commercial electricity users with an electricity capacity of less than 100 kVA (kW) may choose to implement time-of-use electricity prices or flat-section electricity prices. Once the above choices are confirmed, they shall remain unchanged for one year, and shall take effect in the next month except for newly installed users; if the user does not apply for a change, the original billing method shall be adopted.

II. Time Segment Division
(1) The whole year is divided into three segments of 8 hours each day: peak, flat and valley, with the specific time segments divided as follows:
Valley: 00:00-6:00, 12:00-14:00;
Flat: 6:00-12:00, 14:00-16:00;
Peak: 16:00-24:00.
(2) For users implementing time-of-use electricity prices, seasonal peak electricity prices shall be implemented in January, July, August and December each year. Among them, the peak hours in July and August are 20:00-24:00; the peak hours in January and December are 18:00-22:00.

III. Floating Ratios
(1) Industrial and commercial electricity users. The flat-section electricity price consists of the on-grid price, line loss expenses in the on-grid link, transmission and distribution price, system operation expenses, government funds and surcharges. Among them, system operation expenses, government funds and surcharges, and capacity (demand) fees in the transmission and distribution price do not participate in floating. The floating price ratio of peak, flat and valley is 1.6:1:0.4, and the peak electricity price is further increased by 20% on the basis of the peak electricity price.
(2) Industrial and commercial users with a single-tariff system who choose to implement the average time-of-use electricity price. The electricity price consists of the flat-section electricity price and the average time-of-use floating electricity price, and the average time-of-use floating electricity price is implemented at the standard of 0.07 yuan/kWh.
(3) Agricultural production electricity users who choose to implement time-of-use electricity prices. The flat-section electricity price is the catalog sales price, and the floating ratios of peak, flat, valley and peak electricity prices are consistent with those of industrial and commercial electricity. The government funds and surcharges in the catalog sales price do not participate in floating.

IV. Other Matters
(1) Do a good job in connecting market transactions with the time-of-use electricity price policy. If the peak-valley ratio of market transaction prices in each time segment is lower than the requirements of our province's time-of-use electricity price policy, the on-grid price shall be implemented according to the peak-valley time segments and floating ratios of our province's time-of-use electricity price during settlement.
(2) Power grid enterprises shall strictly implement the time-of-use electricity price policy of our province, separately collect and reflect the profit and loss of time-of-use electricity prices, and timely transmit the profit and loss funds to all industrial and commercial users.
(3) All localities shall strengthen policy publicity and interpretation, strengthen guidance on electricity use for industrial and commercial users, and help enterprises understand policy changes; users shall make production arrangements according to their own electricity characteristics to improve the effect of policy implementation.
(4) Regularly evaluate the effect of time-of-use electricity prices, and adjust the time-of-use electricity price policy of our province in a timely manner according to changes in the load characteristics of the power system and new energy consumption in our province.

This notice shall come into force on August 1, 2025 and be valid for 5 years. The "Notice of Hunan Provincial Development and Reform Commission on Further Improving the Time-of-Use Electricity Price Policy and Related Matters in Our Province" (Xiang Fa Gai Jia Diao Gui 〔2021〕 No. 848) shall be abolished at the same time. In case of any inconsistency between previous relevant regulations and this notice, this notice shall prevail.
