Implementation Plan for Accelerating Energy Conservation and Carbon Reduction in the Construction Field  


To implement the decisions and arrangements of the Party Central Committee and the State Council, promote the comprehensive green transformation of the economy and society, and accelerate energy conservation and carbon reduction in the construction field, this implementation plan is formulated in accordance with the spirit of relevant documents such as the "Notice of the State Council on Issuing the <2024-2025 Action Plan for Energy Conservation and Carbon Reduction>" (Guo Fa 〔2024〕 No. 12) and the "Notice of the General Office of the State Council on Transmitting the <Work Plan for Accelerating Energy Conservation and Carbon Reduction in the Construction Field> by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development" (Guo Ban Han 〔2024〕 No. 20), combined with the actual situation of our province.  


I. General Requirements  

To accelerate energy conservation and carbon reduction in the construction field, we must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, fully implement Xi Jinping Thought on Ecological Civilization, completely, accurately and comprehensively implement the new development concept, strive to promote high-quality development, adhere to the principles of prioritizing conservation, problem orientation and systematic thinking, take the work of carbon peak and carbon neutrality as the guide, continuously improve energy utilization efficiency and reduce carbon emissions in the construction field, and accelerate the improvement of the quality of green and low-carbon development in the construction field.  

By 2025, the institutional system for energy conservation and carbon reduction in the construction field will be more sound; all new urban buildings will implement green building standards; the proportion of electricity consumption in building energy use will exceed 55%; and the renewable energy substitution rate of urban buildings will reach 8%. During the "14th Five-Year Plan" period, a total of 4 million square meters of existing buildings will be renovated for energy conservation, and positive progress will be made in energy conservation and carbon reduction in the construction field.  

By 2027, the renovation of existing buildings for energy conservation will continue to advance; the energy structure for building use will be more optimized; a number of green, low-carbon and high-quality buildings will be completed; and remarkable results will be achieved in energy conservation and carbon reduction in the construction field.  


II. Key Tasks  

(1) Strictly enforce requirements for energy conservation and carbon reduction in new buildings  

1. Optimize the design for energy conservation and carbon reduction of new buildings. Give priority to natural lighting, ventilation, sunshading and heat insulation design; adopt high-efficiency, energy-saving and low-carbon equipment; continuously improve the thermal insulation, structural safety and fire resistance of building envelopes such as walls, roofs and doors and windows; and promote the configuration of energy management systems in public buildings and eligible residential buildings. Strictly implement the responsibilities of all parties involved in engineering construction, focus on checking the design review, construction process and project acceptance; strengthen energy conservation review for construction projects with annual operating energy consumption of 1,000 tons of standard coal (or electricity consumption of 5 million kWh) and above; and strictly implement mandatory standards for building energy conservation and carbon reduction. 2. Increase the proportion of star-rated buildings among new buildings. Establish and improve the management system for the design, construction and acceptance of star-rated green buildings. For public buildings invested by the government or mainly with government investment with a construction area of more than 3,000 square meters, public buildings with a construction area of more than 20,000 square meters, and projects located in ecologically sensitive areas, core landscape areas, with obvious location advantages, or with prominent economic or social value, implement the requirements of the one-star green building standard; for super high-rise building projects, implement the requirements of the three-star green building standard. Encourage public welfare buildings invested by the government to be constructed in accordance with the standards for ultra-low energy consumption, near-zero energy consumption, low-carbon and zero-carbon buildings. (2) Strengthen efforts in energy conservation and carbon reduction of existing buildings  

3. Promote energy-saving renovation of existing urban buildings. Organize energy efficiency diagnosis, carry out a comprehensive survey of existing urban buildings, and establish a provincial database for building energy conservation and carbon reduction renovation and a project reserve database. Formulate an annual renovation plan for existing buildings, and promote energy-saving renovation in coordination with urban renewal, old residential area renovation, and dangerous and old house renovation. Based on the safety situation of the houses, determine key contents such as the renovation of key energy-using equipment such as air conditioners, lighting and elevators, and external wall insulation and doors and windows in a targeted manner. The energy efficiency of the energy-saving renovation part of residential buildings shall meet the requirements of current standards; after renovation, public buildings without energy-saving measures shall achieve an overall energy efficiency improvement of more than 20%. 4. Strengthen management of energy conservation and carbon reduction in building operation. Increase the promotion of high-efficiency, energy-saving and low-carbon household appliances and other equipment, and accelerate the elimination of inefficient and backward energy-using equipment. Establish and improve the energy-saving supervision system for public buildings and the data sharing mechanism for water, electricity, gas and heat consumption of civil buildings; improve the monitoring capacity of building energy consumption and carbon emissions; scientifically formulate benchmarks for energy consumption and carbon emission quotas; clarify renovation requirements for high-energy-consuming and high-emission buildings; publicize renovation information; and strengthen social supervision. Promote market-oriented service models such as energy performance contracting, and carry out energy cost trusteeship services for public institutions with great energy-saving potential. 5. Strictly manage building demolition. Promote organic urban renewal in a targeted manner, adhere to the principle of "retention, renovation and demolition", strengthen the repair, renovation and retention of old buildings, revitalize existing houses, strengthen supervision and management of building demolition in various regions, and put an end to large-scale demolition and construction. Strengthen on-site management of demolition operations, strictly implement the "six 100%" requirements for dust prevention and control; during demolition operations, noise and dust reduction measures such as isolation and sprinkling shall be adopted, and waste shall be cleaned up in a timely manner. Encourage the setting up of on-site processing facilities at demolition sites to dispose of construction waste on site. Explore and promote the "integrated demolition, transportation and disposal" model for construction waste, and strengthen the coordinated disposal of solid waste in a multi-dimensional integrated manner. (3) Promote low-carbon transformation of building energy use  

6. Promote the construction of building-integrated photovoltaics. Study and compile standards and atlases related to building-integrated photovoltaic construction suitable for the province's climate, topography, solar energy resources and building types. Pilot the promotion of building-integrated photovoltaic construction in new buildings; on the premise of ensuring the safe consumption of renewable energy, promote the installation of photovoltaic systems in eligible new factories and new public buildings in a targeted manner. Strengthen the whole-process management of building-integrated photovoltaic construction in new buildings, and clarify the requirements for synchronous design, construction and acceptance of photovoltaic systems and the main structure. Actively and steadily promote the installation of photovoltaic systems on existing buildings; when adding or modifying photovoltaic systems on existing buildings, include building safety requirements in the review content. 7. Accelerate the high-quality development of shallow geothermal energy. Strive to improve the policy system for shallow geothermal energy, actively carry out research and compilation of standards related to shallow geothermal energy, and adopt ground-source, surface water-source and sewage-source heat pump technologies in a targeted manner to maximize cooling and heating efficiency. Combine large-scale and decentralized applications, encourage the adoption of the "shallow geothermal energy + franchise model" in new area development to build regional energy stations, and include shallow geothermal energy as a standard configuration of municipal public infrastructure in new area planning. Combine urban renewal and old city renovation, adopt the "unit distributed energy supply + energy performance contracting" model, and create a number of demonstration projects with win-win results for the government, enterprises and users. 8. Improve the electrification level of building energy use. Promote the electrification and low-carbonization of building energy use; carry out electrification renovation in large public buildings such as office buildings of government agencies and institutions, schools, hospitals, hotels, office buildings, large shopping malls and urban complexes; and encourage the use of electrification for heating and cooling. Carry out demonstrations of grid-friendly buildings, promote the application of technologies such as smart microgrids, "photovoltaics, energy storage, direct current and flexibility", cold and heat storage, and flexible load adjustment; give priority to consuming renewable energy power; actively participate in demand-side response; and improve the flexibility of building energy use. (4) Promote the development of green and low-carbon construction  

9. Strengthen green construction management. Carry out green planning, implement green design, strengthen green construction, promote green delivery, and strengthen the whole-life cycle management of construction projects. Promote energy-saving construction equipment, and coordinate the comprehensive utilization of temporary and permanent construction facilities. Standardize on-site management of construction sites, and promote classified treatment and resource utilization of construction waste. 10. Accelerate the development of prefabricated buildings. Implement a three-year action plan for the development and improvement of prefabricated buildings. In accordance with the principles of "higher efficiency, better quality and lower cost", classify and promote building types that are easy for industrialized construction, such as rural houses, collective apartments (dormitories), affordable housing, industrial plants (warehouses), municipal garden facilities and assembled decoration, in accordance with the "six-in-one" model (i.e., one building type, one set of construction technology system, one set of standard atlases, one set of exclusive approval procedures, a number of leading enterprises, and one industrial alliance). Encourage pioneering efforts, and support the first implementation of prefabricated building technologies, patents, atlases and projects. 11. Actively promote intelligent construction. Promote the application of BIM technology in the whole process of design, production and construction, and promote the engineering总承包 model (EMPC) in the field of prefabricated buildings. Build an industrial development layout for intelligent construction covering the entire industry chain, including digital design consulting, modular integrated buildings, application of assembled integrated technologies, intelligent equipment manufacturing, industrial internet, industrial publicity and promotion, intelligent construction, and intelligent operation and maintenance. Guide development enterprises to apply technical products of intelligent construction, green construction and prefabricated buildings, and build safe, comfortable, green and smart high-quality houses. 12. Promote the application of green building materials. Accelerate the certification of green building materials, give play to the leading role of government procurement, and support the promotion and application of green building materials. All localities shall establish a database of green building materials adoption and application based on actual conditions. Support Zhuzhou City and Hengyang City in doing a good job in the pilot project of "government procurement supporting green building materials to promote the improvement of building quality", summarize experience and practices, and promote eligible regions to carry out demonstration construction of green building materials application in combination with key projects. Increase support for the application of recycled construction waste products, and encourage the priority use of recycled construction waste products that meet technical indicators and design requirements in construction projects. (5) Improve the green and low-carbon level of rural houses  

13. Promote the construction of green and low-carbon rural houses. Formulate standards for the construction of green and low-carbon rural houses in a targeted manner, and improve the moisture-proof, heat insulation, sound insulation, sunshading and ventilation performance of new rural houses. Actively promote prefabricated green rural houses, support the construction of new green rural houses using thermal insulation structure-functional integration technology, improve the energy conservation and carbon reduction standards for rural houses, and carry out the construction of pilot counties for prefabricated green rural houses. Carry out energy-saving renovation of existing rural houses in an orderly manner, and carry out menu-style minor renovations on house walls, doors and windows, roofs and floors. 14. Promote the low-carbon transformation of rural energy use. Guide farmers to reduce the use of traditional energy sources such as coal and straw burning, and use electricity, natural gas and renewable energy sources such as solar energy and biomass energy in a targeted manner. III. Work Requirements  

(1) Strengthen organizational leadership  

All localities and relevant departments shall earnestly implement the deployment requirements of the Party Central Committee, the State Council, the Provincial Party Committee and the Provincial Government, fully understand the important significance of accelerating energy conservation and carbon reduction in the construction field, effectively improve the working mechanism, refine work measures, continuously improve energy utilization efficiency, and promote high-quality development in the construction field. All localities shall, in combination with their actual conditions, implement the key tasks of this plan in detail, clarify objectives and tasks,压实 responsibilities of all parties, strengthen overall coordination and policy and fund support, and form a work synergy. (2) Increase support  

Strengthen Support Efforts  

Implement fiscal, taxation, financial, investment, pricing and other policies that are conducive to building energy conservation and carbon reduction. Coordinate relevant special funds to increase support for building energy conservation and carbon reduction renovations, and implement preferential tax policies that support building energy conservation, resource utilization of construction waste, and encourage comprehensive resource utilization. Encourage banking and insurance institutions to improve green finance products and services, and support the development of related industries such as intelligent construction, green buildings, and prefabricated buildings. (The Provincial Department of Finance, the Provincial Party Committee Financial Work Office, the Provincial Department of Housing and Urban-Rural Development, the Provincial Development and Reform Commission, the Provincial Department of Natural Resources, the Provincial Department of Agriculture and Rural Affairs, the Provincial Government Offices Administration, the Provincial Tax Service, etc., shall be responsible according to their respective functions and divisions of labor)  


(III) Accelerate R&D and Innovation  

Support the R&D of next-generation technologies such as ultra-low energy consumption, near-zero energy consumption, low-carbon, zero-carbon buildings, intelligent construction, green buildings, and prefabricated buildings, and promote the integrated application of reliable technical processes, products, and equipment. Strengthen the R&D of thermal insulation, fireproof, sound insulation materials with integrated structural functions, and promote the application of composite technologies integrating building energy conservation and structural functions. Give full play to the supporting role of scientific and technological innovation platforms such as universities and research institutes, technology-based enterprises, and provincial key laboratories in the province. Cultivate leading enterprises in the building energy conservation and carbon reduction industry, establish an "industry-university-research-institution-user" industrial alliance, and support the alliance in strengthening technological R&D and product promotion and application. (IV) Strengthen Publicity and Promotion  

Improve the statistical accounting system for energy consumption and carbon emissions in the construction field, establish a standard system for building carbon emission accounting, and formulate standards for carbon emission accounting in the construction industry, construction enterprises, and the full life cycle of buildings. Promote the certification of energy management systems in the construction field, and regularly collect and release a number of typical cases of application of advanced and applicable energy-saving and carbon-reduction technologies in the construction field. Carry out extensive publicity and education on energy conservation and carbon reduction, and guide the whole society to consciously practice a simple, moderate, green and low-carbon lifestyle.
