ChinaTec Energy Group Co.,Ltd. is now conducting an open inquiry for the EPC procurement of the 630kVA box-type transformer system for the Near-Zero Carbon Building Project of Luohu Management Center Building, and sincerely invites interested suppliers to participate in the selection. The construction unit of the Near-Zero Carbon Building Project of Luohu Management Center Building is Shenzhen Jinfeng Energy Co.,Ltd., and the successful supplier shall sign a supply contract with Shenzhen Jinfeng Energy Co.,Ltd.
I. Project Overview and Inquiry Scope
Project Name: EPC Procurement of 630kVA Box-Type Transformer System for Near-Zero Carbon Building Project of Luohu Management Center Building.
Project Location: This project is located at No. 1008, Wenjin Middle Road, Luohu District, Shenzhen City.
Project Overview: For the construction of charging piles (a sub-project of the Near-Zero Carbon Building Project of Luohu Management Center Building), there are 1 set of 480kW charging pile host, 1 set of 600A liquid-cooled ultra-fast charging terminal, 2 sets of 120kW DC charging pile (dual-gun) terminals and 2 sets of 22kW V2G charging piles. Therefore, a set of 630kVA box-type transformer system needs to be procured.
Source of Funds: Self-raised.
Inquiry Scope and Procurement List:
(1) The successful supplier shall be responsible for the design, procurement, construction and installation (including equipment foundation) of the transformer system and supporting facilities;
(2) The successful supplier shall be responsible for the entire transportation of all materials and equipment to the construction site, including loading, unloading and on-site handling, etc.; and shall be responsible for the storage of all materials and equipment at the construction site until the acceptance of the project is qualified (turnkey project);
(3) The installation and commissioning of the transformer.
II. Qualification Requirements
The supplier shall be registered in the People's Republic of China, be an institutional or enterprise entity with independent legal person qualification, and its business license shall be within the valid period.
The supplier shall have the following two qualifications simultaneously:
(1) Class A comprehensive design qualification issued by the competent construction administrative department, or Class B power industry design qualification, or Class C or above professional design qualification for power industry (substation engineering);
(2) Grade V or above qualification certificate for power facility installation, maintenance and test issued by the competent energy department.
The transformer to be provided shall have obtained the national CCC certification and the certification from the National Transformer Quality Supervision and Inspection Center.
In the past 3 years (valid within 36 months before the deadline for submitting the response quotation documents), the supplier shall have undertaken at least 1 dry-type transformer supply performance in Luohu District, Shenzhen City. For the supporting materials of similar performance, the scanned copy of the contract shall be provided, and the valid time shall be subject to the signing time of the party A in the contract.
Joint ventures are accepted to respond to this inquiry.
There is no other explicitly prohibited record of participating in bidding or inquiry.
Different entities with the same legal representative or under the relationship of holding or management shall not participate in the inquiry of this project.
III. Quality Standards
The products delivered by the supplier shall comply with the national standards. The quality guarantee period shall be 60 months from the date of passing the acceptance. The supplier shall be responsible for providing free after-sales services for the products during the quality guarantee period, including but not limited to maintenance and replacement.
IV. Delivery Period
The design scheme shall be issued within 5 calendar days after the signing of the contract. The advance payment shall be made within 5 calendar days after the design scheme is approved by the power grid.
The goods shall arrive at the site within 30 calendar days after the advance payment is received; the installation project shall be completed within 35 calendar days after the advance payment is received.
The grid-connection acceptance by the power company shall be completed within 45 calendar days after the advance payment is received.
V. Payment Terms
After the signing of the contract, the purchaser shall pay 10% of the total contract amount as the advance payment. The supplier shall arrange the design and production upon receipt of the advance payment.
After the supplier delivers the box-type transformer to the site designated by the buyer on schedule and the goods pass the acceptance, the purchaser shall pay up to 50% of the total contract amount within 3 working days.
After the project passes the acceptance and operates normally for 30 consecutive calendar days, the purchaser shall pay up to 95% of the total contract amount.
The remaining amount shall be retained as the quality guarantee deposit, which shall be settled after the expiration of the quality guarantee period and in the absence of any quality objection between the two parties.
VI. Evaluation Method
The comprehensive scoring method shall be adopted as the evaluation method for this project.
VII. Obtaining of Materials
Interested parties may add WeChat (No.: 18974838016) to obtain materials.
The transformers and other goods provided by each supplier shall meet the requirements of Appendix 1 Equipment Technical Specification.
Appendix 2 Drawings is for reference only. Each supplier may make modifications based on its own experience. If there are any modifications, the modification opinions shall be submitted together with the quotation.
VIII. Submission of Response Quotation Documents
The deadline for submitting the response quotation documents (hereinafter referred to as the "quotation deadline") is 9:30 on April 18, 2025, and the submission location is ChinaTec Energy Group Co.,Ltd. (18th Floor, Gaosheng Jindian Commercial Building, No. 117, Xiangfu Middle Road, Yuhua District, Changsha City, Hunan Province).
Response quotation documents that are delivered after the deadline, not delivered to the designated location, or not sealed and marked as required shall not be accepted by the purchaser.
Methods for Submitting Response Quotation Documents
Method 1: The supplier shall deliver the paper documents to the 18th Floor, Gaosheng Jindian Commercial Building, No. 117, Xiangfu Middle Road, Yuhua District, Changsha City, Hunan Province. Recipient: Li Yuting.
Method 2: The supplier shall encrypt and compress the color-scanned copy of the response quotation documents (the supplier shall inform the purchaser of the decryption password by phone after the inquiry quotation deadline; otherwise, it shall be deemed that the supplier has withdrawn the response quotation documents), and send the documents to the email address: liyuting@china-tec.cn, and at the same time send a message to inform Li Yuting. For the response quotation documents submitted by mail, the submission time shall be subject to the time when the email is received.
