ChinaTec Energy Group Co., Ltd. is now conducting an open inquiry for the procurement of the Photovoltaic Carport Construction Project of the Near-Zero Carbon Building Project of Luohu Management Center Building, and sincerely invites interested suppliers to participate. The construction entity of the Near-Zero Carbon Building Project of Luohu Management Center Building is Shenzhen Jinfeng Energy Co., Ltd., and the successful supplier shall sign a contract with Shenzhen Jinfeng Energy Co., Ltd.
I. Project Overview and Inquiry Scope
Project Name: Procurement of Photovoltaic Carport Construction Project of Near-Zero Carbon Building Project of Luohu Management Center Building.
Project Location: This project is located at No. 1008, Wenjin Middle Road, Luohu District, Shenzhen City.
Project Overview: As part of the Near-Zero Carbon Building Project of Luohu Management Center Building, this project involves the construction of a new double-column photovoltaic carport with a scale of approximately 100kWp near the archives; and the soft decoration of the existing single-column photovoltaic carport near the main building, adopting the design-procurement-construction general contracting mode.

Inquiry Scope and Procurement List:
This project is divided into two packages.
Package 1: EPC procurement for the soft decoration of the single-column photovoltaic carport. The supplier shall undertake the design, material procurement and construction of the soft decoration part of this project. Additionally, the scope of work for the supplier undertaking the soft decoration of the single-column photovoltaic carport shall include the design of 4 items: the soft decoration renovation of the car wash shed in the compound of Luohu District Committee, the construction of the publicity column for the Near-Zero Carbon Building Project of Luohu Management Center Building, the renovation of the air-conditioning room partition, and the renovation of the outdoor sports room of the archives center. Suppliers are required to conduct on-site surveys, and include the design fee in the total price while listing it separately. The design fee covers the soft decoration scheme design and construction drawing design for 5 sub-items: the soft decoration of the single-column photovoltaic carport, the renovation of the car wash shed, the construction of the publicity column for the Near-Zero Carbon Building Project of Luohu Management Center Building, the renovation of the air-conditioning room partition, and the outdoor sports room of the archives center. For each sub-item, no less than 2 renderings approved by the Luohu District Government Offices Administration and the purchaser shall be provided.
Package 2: Construction of the double-column photovoltaic carport near the archives in accordance with the drawings, and ensuring acceptance by the power company and grid-connection for power supply.

II. Qualification Requirements
Package 1
The supplier shall be registered in the People's Republic of China, be an institutional or enterprise entity with independent legal person qualification, and its business license shall be within the valid period.
The bidder shall have one similar project performance (similar performance refers to outdoor soft decoration design performance) in the past 3 years (valid within 36 months before the deadline for submitting response documents), and a contract shall be provided. The contract signing time shall be subject to that signed by the purchaser.
Joint ventures are not accepted for this inquiry.
The supplier shall have no records explicitly prohibiting its participation in bidding or inquiry.
Different entities with the same legal representative or under a controlling or management relationship shall not participate in the inquiry for this project.
Package 2
The supplier shall be registered in the People's Republic of China, be an institutional or enterprise entity with independent legal person qualification, and its business license shall be within the valid period.
The supplier shall hold a Grade V or above Power Facility Installation, Maintenance and Test Permit issued by the competent energy department.
The project manager shall hold a Level II or above Constructor Certificate in Mechanical and Electrical Engineering and a Valid Project Manager Safety Production Assessment Certificate, both within the valid period.
The bidder shall have one similar project construction performance (similar performance refers to photovoltaic construction performance) in the past 3 years (valid within 36 months before the deadline for submitting response documents), and a contract shall be provided. The contract signing time shall be subject to that signed by the purchaser.
Project Team Members: At least 1 technical director, 2 constructors, and 1 full-time safety officer shall be assigned; the technical director shall hold an intermediate or above professional title in power engineering-related majors.
Joint ventures are not accepted for this inquiry.
The supplier shall have no records explicitly prohibiting its participation in bidding or inquiry.
Different entities with the same legal representative or under a controlling or management relationship shall not participate in the inquiry for this project.
Note:
Suppliers are allowed to apply for undertaking the engineering content of both carports simultaneously, or only one of them. The purchaser may entrust the engineering of the two carports to different suppliers or the same supplier based on the advantages of each supplier.
III. Quality Standards
Package 1
The decoration part shall also meet the acceptance standards issued by the competent construction department.
Package 2
Strictly implement the laws, regulations, technical specifications, codes, and quality standards and requirements specified in the technical documents of the design institute and manufacturer (of all valid versions) related to this project, which are issued by the state and ministries. Throughout the construction process, the specifications, technical standards, as well as construction, installation and environmental protection regulations issued by the Chinese government, the former Ministry of Electric Power, and the State Power Corporation (or internationally recognized standards for imported equipment and materials) and the regulations for power plants of similar capacity, scope and nature shall be complied with. After the contract is signed, if there are major revisions to domestic specifications, technical standards or regulations, or new national specifications, standards and regulations are issued, the supplier shall comply with the new specifications and standards.
IV. Delivery Period
Package 1: The construction period for the soft decoration of the single-column photovoltaic carport shall be within 30 calendar days after the contract is signed, among which the soft decoration drawings shall be issued within 5 calendar days after the contract is signed.
Package 2: The construction period for the double-column carport shall be 40 calendar days after the contract is signed.
V. Payment Terms
Package 1
The single-column photovoltaic carport adopts a lump-sum contract price.
Payment terms for the single-column photovoltaic carport:
After the contract is signed, the supplier shall arrange the decoration design. After the design drawings are approved by the purchaser, the purchaser shall pay 10% of the quoted price of the single-column photovoltaic carport as an advance payment; Deduction method: Deducted once. The supplier shall submit an advance payment guarantee to the purchaser within 5 working days after the contract takes effect: an unconditional and irrevocable independent letter of guarantee issued by a banking financial institution or a professional guarantee company, with an amount equivalent to other project advance payments paid by the employer. Otherwise, the purchaser has the right to refuse to pay the advance payment.
After the supplier delivers all the main materials required for soft decoration to the site and obtains the purchaser's approval (no objection to quality, quantity, etc.), the purchaser shall pay up to 50% of the total contract amount within 3 working days.
After the supplier submits the completion data approved by the purchaser (including the as-built drawings sealed by the supplier, etc.) and passes the purchaser's completion acceptance, the purchaser shall pay up to 95% of the total completion settlement amount to the supplier, and retain 5% of the total completion settlement amount as a quality guarantee deposit.
Package 2
The double-column photovoltaic carport adopts bill of quantities pricing.
Payment terms for the double-column photovoltaic carport:
The supplier shall arrange personnel to enter the site within 5 working days after the contract is signed and takes effect, and the purchaser shall pay 10% of the total contract amount for the double-column photovoltaic carport part to the supplier as a project advance payment. Deduction method: Deducted once. The supplier shall submit an advance payment guarantee to the purchaser within 5 working days after the contract takes effect: an unconditional and irrevocable independent letter of guarantee issued by a banking financial institution or a professional guarantee company, with an amount equivalent to other project advance payments paid by the employer. Otherwise, the purchaser has the right to refuse to pay the advance payment.
After the supplier completes the foundation construction and delivers all the main materials supplied by the supplier (supports, cable trays, etc.) to the site, and obtains the purchaser's approval (no objection to quality, quantity, etc.), the purchaser shall pay up to 50% of the total contract amount of the project within 3 working days.
After the project passes the grid-connection acceptance by the local power bureau and quality inspection department, the supplier submits the completion data approved by the purchaser (including the as-built drawings sealed by the supplier, etc.) and passes the purchaser's completion acceptance, the grid-connection operates normally, and within 7 working days after the completion settlement, the purchaser shall pay up to 95% of the total completion settlement amount to the supplier, and retain 5% of the total completion settlement amount as a quality guarantee deposit.
VI. Evaluation Method
Package 1: Refer to the two-stage bidding method, and the comprehensive scoring method shall be adopted as the evaluation method.
Package 2: The comprehensive scoring method shall be adopted as the evaluation method.

Suppliers for the single-column carport shall conduct in-depth design of the soft decoration project based on the structural characteristics of the carport structure and electrical drawings in Appendix 1, the soft decoration requirements for the single-column photovoltaic carport in Appendix 3, and the on-site pictures and videos in Appendix 4.
Suppliers for the double-column carport shall make construction quotations based on the carport structure and electrical drawings in Appendix 1 and the bill of quantities for the double-column photovoltaic carport in Appendix 2.
VIII. Submission of Response Quotation Documents
The deadline for submitting response quotation documents (hereinafter referred to as the "quotation deadline") is 9:30 on April 25, 2025. The submission location is ChinaTec Energy Group Co., Ltd. (18th Floor, Gaosheng Jindian Commercial Building, No. 117, Xiangfu Middle Road, Yuhua District, Changsha City, Hunan Province).
Response quotation documents that are delivered after the deadline, not delivered to the designated location, or not sealed and marked as required will not be accepted by the purchaser.
Methods for Submitting Response Quotation Documents
Method 1: The supplier shall deliver the paper documents to the 18th Floor, Gaosheng Jindian Commercial Building, No. 117, Xiangfu Middle Road, Yuhua District, Changsha City, Hunan Province. Recipient: Li Yuting.
Method 2: The supplier shall encrypt and compress the color-scanned copy of the response quotation documents (the supplier shall inform the purchaser of the decryption password by phone after the inquiry quotation deadline; otherwise, it shall be deemed that the supplier has withdrawn the response quotation documents), and send the documents to the email address: liyuting@china-tec.cn. At the same time, the supplier shall send a message to inform Li Yuting. For response quotation documents submitted by mail, the submission time shall be subject to the time when the email is received.
