ChinaTec Energy Group Co., Ltd. hereby invites sealed quotations for the Shenzhen Luohu District Water Affairs Bureau 141.255kWp Distributed Photovoltaic Power Generation Project. Eligible suppliers are cordially invited to participate. The construction entity of this project is Shenzhen Golden Bee Energy Co., Ltd., and the successful supplier will sign the contract with Shenzhen Golden Bee Energy Co., Ltd.

I. Project Overview and Quotation Scope
Project Name: Shenzhen Luohu District Water Affairs Bureau 141.255kWp Distributed Photovoltaic Power Generation Project.
Implementation Location: 63 Yanfang Road, Huangbei Subdistrict, Luohu District, Shenzhen (Shenshui Building).
Project Summary: The project aims to install photovoltaic power stations on the rooftops of the main building, annex building, and parking area of the Shenzhen Luohu District Water Affairs Bureau. Two photovoltaic carports will be constructed in the parking area. The project involves installing 219 monocrystalline silicon modules (645Wp each), with a total installed capacity of 141.255kWp.
Funding Source: Self-funded.
Quotation Scope and Procurement List
The supplier shall be responsible for all costs related to construction contracting, including but not limited to: labor costs, material costs (excluding owner-provided materials: cables), equipment costs (excluding owner-provided equipment: modules, inverters, grid connection cabinets, etc.), procurement and insurance fees, night construction fees, machinery fees, secondary transportation fees for all materials and equipment, vertical transportation fees, construction measures fees, management fees, construction drawing review fees, testing fees (including sampling fees for supplier-provided materials), project insurance fees, profits, regulatory fees, taxes, and all necessary costs for pre-construction site surveys, preparation, construction mobilization/demobilization, site preparation, temporary facilities, and defect repairs before grid-connected acceptance. Details are provided in the design drawings and bill of quantities.

II. Qualification Requirements
The supplier must be registered in the People’s Republic of China as an independent legal entity (enterprise or institution) with a valid business license.
The supplier must hold a Class V or higher Power Installation (Repair, Test) License or Class III or higher General Contracting Qualification for Electric Power Engineering, with a valid Work Safety License.
The project manager must possess a Class II or higher Mechanical and Electrical Engineering Constructor Certificate and a valid Project Manager Work Safety Assessment Certificate, and provide proof of registration and social security payment with the enterprise.
Consortium responses are not accepted.
The supplier must have no records of being prohibited from bidding or participating in quotations.
Different units with the same legal representative or holding/management relationships are not allowed to participate in this project.
III. Quality Standards and Warranty Period
Quality Standards: Strictly adhere to all effective national and ministerial laws, regulations, technical specifications, codes, and quality standards specified in the design drawings and manufacturer technical documents, including but not limited to the National Standard for Commissioning and Acceptance of Distributed Generation Grid-Connected Projects (GB/T 51338-2018). The entire construction process must comply with Chinese national and former Ministry of Power/State Power Corporation standards (or internationally recognized standards for imported equipment/materials), as well as construction, installation, environmental protection regulations, and requirements for power plants of similar capacity, scope, and nature. If national standards or regulations are revised or new ones are issued after contract signing, the supplier must comply with the updated standards.
Warranty Period: 2 years.
IV. Construction Period
The construction period shall be 45 calendar days from the date of contract signing and receipt of the owner’s written notice to commence work, with completion and grid-connected readiness achieved within this timeframe.
V. Payment Terms
Advance Payment:
Within 5 calendar days after contract 生效 and the supplier’s receipt of the owner’s commencement notice, the supplier shall mobilize personnel and main materials to the site and initiate construction. The owner will then pay 10% of the total contract amount as an advance payment within 5 calendar days.
The supplier must submit a Performance Bond equivalent to 10% of the provisional total contract amount within 5 calendar days after contract 生效. The bond must be an unconditional, on-demand, irrevocable independent guarantee issued by a banking financial institution or professional guarantee company. Failure to provide the bond will entitle the owner to withhold the advance payment.
Progress Payments:
50% Payment: Within 3 working days after all main materials (e.g., brackets, cable trays) are delivered and approved by the owner.
70% Payment: Within 3 working days after completion of all installations, grid-connected acceptance readiness, and owner confirmation.
95% Payment: Within 7 working days after project completion, grid-connected operation, final settlement, and submission of approved as-built documents (including signed-as-built drawings). A 5% quality guarantee deposit will be retained.
Payments will be made upon the supplier’s written application and the owner’s review.
VI. Evaluation Method
The evaluation will adopt a comprehensive scoring method.

Interested parties may obtain the quotation documents, Annex I (Construction Drawings), and Annex II (Bill of Quantities) by adding WeChat: 中技集团 (ID: 18974838016).
VIII. Submission of Quotation Documents
Deadline: 9:30 AM, November 18, 2025
Address: 18th Floor, Gaosheng Jinding Business Building, 117 Xiangfu Middle Road, Yuhua District, Changsha, Hunan Province, China.
Late, incomplete, unsealed, or incorrectly labeled submissions will be rejected.
Submission Options:
Option 1: Deliver original hard copies to the above address, Attn: Ms. Li Yuting.
Option 2: Submit encrypted, color-scanned, and compressed files via email to liyuting@china-tec.cn. The supplier must notify "ChinaTec Group" via WeChat/phone after sending the email. The submission time will be determined by email delivery. Hard copies may be mailed later to the same address.
IX. Supervision
