Project Summary:
A charging station will be constructed in the parking lot of Chongqing Xiangyu Salt & Chemical Co., Ltd. The station will include:
Car Charging Station: Equipped with 1× 120kW dual-gun fast charger and 6× 7kW single-gun slow chargers, capable of simultaneously charging 8 new energy vehicles.
Heavy-Duty Truck Charging Station: Equipped with 2× 400kW dual-gun DC chargers, 3× 360kW dual-gun DC chargers, and a 480kW charging pile (comprising 1× liquid-cooled ultra-fast charging gun + 1× fast charging gun), capable of simultaneously charging 10 new energy heavy-duty trucks.
Funding Source:
Self-funded.
Inquiry Scope and Procurement List:
The inquiry covers the construction and installation of the charging station in the parking lot, including:
Labor costs, material costs (excluding owner-provided materials), equipment costs (excluding owner-provided equipment), procurement and insurance fees, night construction fees, machinery costs, secondary transportation fees for all materials and equipment, vertical transportation fees, construction measures fees, management fees, construction drawing review fees, testing fees (including sampling fees for supplier-provided materials), project insurance fees, profits, regulations fees, taxes, as well as costs for site surveys, preparation, construction mobilization/demobilization, site preparation, temporary facilities, labor costs for connecting the owner’s charging equipment to the 10kV power supply, and all expenses necessary for project implementation, completion, and defect repair before grid connection and acceptance.

II. Qualification Requirements
Valid business license.
Class III or higher qualification for specialized contracting of construction electromechanical installation projects, issued by the construction administrative department, and a valid work safety license.
Project manager must hold a Class II or higher registered constructor qualification (major: mechanical and electrical engineering) and a valid Class B work safety assessment certificate.
Consortium participation is not accepted.
No records of being prohibited from bidding or participating in inquiries.
Units with the same legal representative or controlling/management relationships are not allowed to participate.
III. Quality Standards
Compliance with:
GB/T 51313-2018 Technical Standard for Engineering of Electric Vehicle Decentralized Charging Facilities
NB/T 33001-2018 Construction Acceptance Specification for Electric Vehicle Charging Equipment
Warranty Period: 2 years.
IV. Delivery Schedule
Installation to be completed within 30 calendar days and pass the purchaser’s acceptance.
V. Payment Terms
Advance Payment:
10% of the total contract amount will be paid within 5 calendar days after the supplier’s main materials arrive on-site and construction commences 实质性.
Progress Payments:
30% of the total contract amount will be paid within 3 working days after completion of all equipment foundations and arrival of all supplier-provided main materials (including cables, steel bars, pipes, cameras, distribution boxes, etc.).
60% of the total contract amount will be paid within 3 working days after completion of all construction work and passing the purchaser’s acceptance.
Final Payment:
95% of the final settlement amount will be paid within 7 working days after the project passes acceptance, operates normally for 30 days, and all completion documents (including stamped as-built drawings) are submitted and approved.
5% of the final settlement amount will be retained as a quality guarantee deposit.
Conditions for Payment:
The supplier must submit a payment application, which will be processed after the purchaser’s review.
Labor Wages:
The supplier must pay migrant workers’ wages on time. If the purchaser has paid the advance or progress payments as agreed, the supplier shall not delay wages under any circumstances. Otherwise, the purchaser reserves the right to terminate the contract unconditionally, with the supplier liable for all consequences, costs, and a penalty of 30% of the contract amount.
