ChinaTec Energy Group Co., Ltd. is now conducting an open inquiry for the procurement of charging pile system installation for the Photovoltaic Power Generation Project of Chongqing Xiangyu Salt Chemical Co., Ltd., and sincerely invites interested suppliers to participate. The construction entity of this project is Chongqing Jinying Energy Technology Co., Ltd., and the successful supplier shall sign a contract with Chongqing Jinying Energy Technology Co., Ltd.
I. Project Overview and Inquiry Scope
Project Name: Procurement of Charging Pile System Installation for Photovoltaic Power Generation Project of Chongqing Xiangyu Salt Chemical Co., Ltd.
Project Location: This project is located within the factory area of Chongqing Xiangyu Salt Chemical Co., Ltd.
Project Overview: This project requires the construction and installation of a charging pile station in the parking lot of Chongqing Xiangyu Salt Chemical Co., Ltd.
Source of Funds: Self-raised.
Inquiry Scope and Procurement List:
This inquiry focuses on the construction and installation of the charging pile station to be built in the parking lot of Chongqing Xiangyu Salt Chemical Co., Ltd.
The scope covers all costs necessary for the project construction contracting, including labor costs, material costs (excluding materials supplied by Party A), equipment costs (excluding equipment supplied by Party A), procurement and storage costs, night construction costs, machinery costs, secondary transportation costs for all materials and equipment, vertical transportation costs, construction measure costs, management fees, construction drawing review fees, testing fees (including sampling inspection fees for materials supplied by Party B), project insurance fees, profits, statutory fees, taxes, as well as on-site survey and preparation before construction, construction entry and exit, site organization, temporary facilities, labor costs required for connecting the owner’s charging pile equipment to the 10KV power supply, and all costs necessary for implementing and completing the project and repairing defects caused by Party B before passing the grid-connection acceptance. For details, please refer to the design drawings and bill of quantities.

II. Qualification Requirements
The supplier shall hold a valid business license.
The supplier shall possess Grade III or above qualification for Professional Contracting of Building Mechanical and Electrical Installation Engineering issued by the competent construction administrative department, and hold a valid work safety license.
The proposed project manager shall simultaneously hold a Level II or above Registered Constructor Qualification Certificate (major in: Mechanical and Electrical Engineering) issued by the competent construction administrative department, and a valid Class B Work Safety Assessment Certificate.
Joint ventures are not accepted for this inquiry.
The supplier shall have no records explicitly prohibiting its participation in bidding or inquiry.
Different entities with the same legal representative or under a controlling or management relationship shall not participate in the inquiry for this project.
III. Quality Standards
The project shall meet the requirements of GB/T 51313-2018 Technical Standard for Decentralized Charging Facilities Engineering of Electric Vehicles and NB/T 33001-2018 Code for Construction and Acceptance of Electric Vehicle Charging Equipment (with a 2-year quality guarantee period).
IV. Delivery Period
The installation shall be completed within 30 calendar days.
V. Payment Terms
Party B shall enter the construction site within 3 calendar days after the contract is signed and takes effect. Within 5 calendar days after Party B arranges personnel and machinery to substantially start construction, Party A shall pay 10% of the total contract amount to Party B as the project advance payment. Deduction method: ☑ Deducted in one average installment.
After Party B completes the production of all equipment foundations and delivers all main materials supplied by Party B (including cables, steel bars, piping, camera equipment, etc.) to the site and obtains Party A’s approval, Party A shall pay up to 30% of the total contract amount of the project within 3 working days.
After Party B completes all project construction work and passes Party A’s acceptance, Party A shall pay up to 60% of the total contract amount of the project within 3 working days.
After the project passes acceptance, operates normally for 30 days, Party B submits the completion data approved by Party A (including as-built drawings sealed by Party B, etc.), passes Party A’s completion acceptance, operates normally after grid-connection, and completes the settlement, Party A shall pay up to 95% of the total completion settlement amount to Party B within 7 working days, and retain 5% of the total completion settlement amount as the quality guarantee deposit.
When the above payment conditions are met, Party B shall submit a payment application to Party A or the supervision engineer, and Party A or the supervision engineer shall make the payment after completing the review.
Party B shall pay migrant workers' wages on schedule. If Party A has paid the advance payment or progress payment to Party B in accordance with the contract terms, Party B shall not default on migrant workers' wages for any reason. Otherwise, Party A has the right to unconditionally terminate this contract. All consequences arising therefrom and expenses incurred in handling this matter shall be borne by Party B, and a fine of 30% of the total contract amount shall be imposed on Party B.

The comprehensive scoring method shall be adopted as the evaluation method for this project.
VII. Obtaining of Materials

VIII. Submission of Response Quotation Documents
The deadline for submitting response quotation documents (hereinafter referred to as the "quotation deadline") is 9:30 on July 24, 2025. The submission location is ChinaTec Energy Group Co., Ltd. (18th Floor, Gaosheng Jindian Commercial Building, No. 117, Xiangfu Middle Road, Yuhua District, Changsha City, Hunan Province).
Response quotation documents that are delivered after the deadline, not delivered to the designated location, or not sealed and marked as required will not be accepted by the purchaser.
Methods for Submitting Response Quotation Documents
Method 1: The supplier shall deliver the paper documents to the 18th Floor, Gaosheng Jindian Commercial Building, No. 117, Xiangfu Middle Road, Yuhua District, Changsha City, Hunan Province. Recipient: Li Yuting.
Method 2: The supplier shall encrypt and compress the color-scanned copy of the response quotation documents (the supplier shall inform the purchaser of the decryption password by phone after the inquiry quotation deadline; otherwise, it shall be deemed that the supplier has withdrawn the response quotation documents), and send the documents to the email address: liyuting@china-tec.cn. At the same time, the supplier shall send a message to inform the WeChat account of ChinaTec Group. For response quotation documents submitted by mail, the submission time shall be subject to the time when the email is received.
