The construction entity of the Near-Zero Carbon Building Project of Luohu Management Center Building is Shenzhen Jinfeng Energy Co., Ltd., and the successful supplier shall sign a contract with Shenzhen Jinfeng Energy Co., Ltd.

I. Project Overview and Inquiry Scope

Project Name: Procurement of Soft Decoration Construction of Photovoltaic Carport for Near-Zero Carbon Building Project of Luohu Management Center Building.

Project Location: This project is located at No. 1008, Wenjin Middle Road, Luohu District, Shenzhen City.

Project Overview: As part of the Near-Zero Carbon Building Project of Luohu Management Center Building, this project requires soft decoration construction for the existing single-column photovoltaic carport near the main building.

Source of Funds: Self-raised.

Inquiry Scope and Procurement List:

The supplier shall undertake the material procurement and construction of the soft decoration part of this project. The scope of contracting includes the soft decoration renovation of the car wash shed in the compound of Luohu District Committee, the construction of the publicity column for the Near-Zero Carbon Project of Luohu Management Center Building, and the construction of carport standing signs, etc. For details, please refer to the construction drawings and bill of quantities.

II. Qualification Requirements

The supplier shall hold a valid business license, and its business scope shall include descriptions related to construction.

Joint ventures are not accepted for this inquiry.

The supplier shall have no records explicitly prohibiting its participation in bidding or inquiry.

Different entities with the same legal representative or under a controlling or management relationship shall not participate in the inquiry for this project.

III. Quality Standards and Quality Guarantee Period

Quality Standards: The project shall meet the acceptance standards issued by the competent construction department, and pass all types of acceptance, including fire protection acceptance.

Quality Guarantee Period: 2 years.

IV. Construction Period

The construction period shall be within 30 calendar days after the contract is signed.

V. Payment Terms

After the contract is signed, the purchaser shall pay 10% of the quoted project amount as the project advance payment; Deduction method: Deducted once. The supplier shall submit an advance payment guarantee to the purchaser within 5 working days after the contract takes effect: an unconditional and irrevocable independent letter of guarantee issued by a banking financial institution or a professional guarantee company, with an amount equivalent to other project advance payments paid by the employer. Otherwise, the purchaser has the right to refuse to pay the advance payment.

After the supplier delivers all the main materials required for soft decoration to the site and obtains the purchaser's approval (no objection to material, size, color, quantity, etc.), the purchaser shall pay up to 50% of the total contract amount within 3 working days.

After the supplier passes the purchaser's completion acceptance and submits the completion data approved by the purchaser (including the as-built drawings sealed by the supplier, etc.), the purchaser shall pay up to 95% of the total completion settlement amount to the supplier, and retain 5% of the total completion settlement amount as the quality guarantee deposit.

VI. Evaluation Method

The comprehensive scoring method shall be adopted as the evaluation method for this project.

VIII. Submission of Response Quotation Documents

The deadline for submitting response quotation documents (hereinafter referred to as the "quotation deadline") is 9:30 on August 26, 2025. The submission location is ChinaTec Energy Group Co., Ltd. (18th Floor, Gaosheng Jindian Commercial Building, No. 117, Xiangfu Middle Road, Yuhua District, Changsha City, Hunan Province).

Response quotation documents that are delivered after the deadline, not delivered to the designated location, or not sealed and marked as required will not be accepted by the purchaser.

Methods for Submitting Response Quotation Documents

Choose one of the following methods:

Method 1: The supplier shall deliver the paper documents to the 18th Floor, Gaosheng Jindian Commercial Building, No. 117, Xiangfu Middle Road, Yuhua District, Changsha City, Hunan Province. Recipient: Li Yuting.

Method 2: The supplier shall encrypt and compress the color-scanned copy of the response quotation documents (the supplier shall inform the purchaser of the decryption password by phone after the inquiry quotation deadline; otherwise, it shall be deemed that the supplier has withdrawn the response quotation documents), and send the documents to the email address: liyuting@china-tec.cn. At the same time, the supplier shall send a WeChat message to inform "ChinaTec Group". For response quotation documents submitted by mail, the submission time shall be subject to the time when the email is received.
